Incidents include a violent shoot-out on suburban streets and an incident involving a pen pistol, with more than two shootings a day in Melbourne and Geelong over the past week, including the motel killing of Mohammed Hassan.

Federal Justice Minister Michael Keenan largely sheeted home blame for the recent spate of shootings to bikies, and on Friday took aim at Labor for continuing to block the government's desire to introduce mandatory minimum sentences for gun smugglers.

Mr Keenan said outlaw motorcycle gangs are "the public face of organised crime in Australia"; responsible for gun smuggling, extortion and money laundering on a wide scale.

"We don't tolerate gun smuggling in Australia and we know outlaw motorcycle gangs have been engaged in it," he said.

In Victoria, police deputy commissioner Shane Patton is pushing the state government to introduce laws making it more difficult to obtain illegal firearms, as well as introducing harsher sentencing for those caught with illegal guns.

Police also want the government to make drive-by shooting a specific offence.

A spokesman for acting police minister Robin Scott said the government had asked police to examine the state's gun laws and identify weaknesses, and was willing to toughen Victorian laws in response to the police recommendations.

The state government already strengthened gun laws last year, amending the definition of gun trafficking as well as making it illegal to manufacture guns and introducing the offence of theft of a firearm.

The government on Friday announced it has cancelled or refused visas for 81 suspected bikie gang members or associates - many of them from New Zealand- including Richmond star Dustin Martin's father Shane, a suspected high-ranking member of the Rebels.

Immigration Minister Peter Dutton said of those, 31 were in prison or remand facilities, 23 were in immigration detention awaiting removal, and 27 had either been removed from Australia or had their visas cancelled on character grounds while they were overseas.

Mr Dutton said he had "no doubt" the visa cancellations were disrupting the operations of outlaw motorcycle gangs across the country.

Labor's federal justice spokesman David Feeney said the opposition would continue to oppose mandatory sentences for gun smuggling, and bristled at Mr Keenan's depiction of Labor as being "soft" on crime as a result of that position.

"Police and law enforcement authorities often complain that mandatory minimum sentences inhibit complex investigation against organised crime because they prevent plea-bargaining with criminals," Mr Feeney said in a statement.

Gun violence expert Dr Samara McPhedran from Griffith University cautioned that the gun control debate in Australia too often fell into emotion and fear.

She said the people most likely to use firearms to commit an offence were young men using unlicensed and unregistered firearms against other young men, mostly known to them. Those using illegal firearms were also often involved in illegal drug trade and other unlawful behaviour.

"I would caution policy makers against instinctively going for a legislative response," she said.

"One of the disturbing aspects of the debate around gun policy in Australia...is that the response is just typically focused on law and policing."

The Australian Crime Commission declined an interview request, but provided 2012 figures showing the ACC then estimated there were more than 250,000 illegal long-arm firearms, and 10,000 illegal handguns circulating in Australia.

There were then an estimated 2.75 million registered firearms in Australia, although the commission noted "the licit firearm market is a source of supply of firearms to the illicit market".

Police announced on Friday afternoon they had arrested seven people and seized a number of firearms in response to a series of shootings in Melbourne's north-west earlier this month.
