Labor has launched an ad personally attacking Denis Napthine in the same week three polls have indicated the Premier is more popular than Opposition Leader Daniel Andrews.
Released on the first anniversary of Dr Napthine becoming premier, the ad tells viewers "Victoria deserves better than Denis Napthine and the Liberals".
The latest Age/Nielsen poll revealed 51 per cent of those polled approved of Dr Napthine's performance. This compares with an approval rating of 41 per cent for Mr Andrews, down from 45 per cent in November.
Two other polls released this week backed these findings.
The ad questions Dr Napthine's leadership and attempts to paint the government as crisis-prone and chaotic, pointing to major job losses at Toyota and Alcoa, "deadly waits for patients" and Frankston MP Geoff Shaw's unpredictable behaviour.
Deputy Opposition Leader James Merlino said Dr Napthine, who took over from Ted Baillieu last March last year, had delivered a "chronically unstable, dysfunctional government".
He said the health system was crumbling, schools were falling down and industry was suffering. When asked about polls that revealed the Premier was more popular than Mr Andrews, Mr Merlino said the results showed it was going to be a competitive election.
He could not provide details on where the ad would be broadcast, but said it had been uploaded online.
The latest Age/Nielsen poll showed the Coalition is trailing 47 per cent to 53 per cent in two-party-preferred terms.
