The council is proposing two metre-wide bicycle lanes on either side of the road, which could be used by motorists only in peak hours, according to reports.
The council says there were more than 100 bicycle crashes along the thoroughfare in the four years to 2012.
It is asking the state government to pick up the $12 million installation bill for the project.
