Premier Denis Napthine has defended the Coalition's record in Parliament, despite dozens of legislative promises remaining unfulfilled three sitting days before the election.

More than 20 bills are expected to be dumped as a result of the legislative backlog, including recommendations from the child abuse inquiry, laws to protect consumers from dodgy builders, and legislation to allow electronic monitoring bracelets for disabled offenders on leave from a treatment facility.
As Parliament resumes for the last sitting week before the election, the Napthine government has been forced to prioritise legislative changes to the state's anti-corruption body, laws to expunge historic gay sex convictions and extensions to family violence prevention notices.
"They certainly give a clear view to the people of Victoria of what the Liberal-National Party Coalition believes in," Dr Napthine said on Monday.
There are 28 pieces of legislation languishing on the notice paper.
Some insiders said the decision to prioritise the expungement legislation was due to concerns about holding onto the marginal Liberal seat of Prahran, which is held by Clem Newton-Brown and has a large gay community.
Other government legislation set to be scrapped include laws to improve reporting rules around safety issues in private hospitals, and a bill that sets higher conduct standards for councillors and bans councillor slush funds.
Laws to strengthen child protection - to enable more matters to be decided in child safety conferences rather than court and to give Aboriginal organisations more responsibilities for children in care - are also set to be dumped.
A lengthy re-write of the state's Water Act - which involved extensive consultation with the community and stakeholders - and laws that permanently ban synthetic cannabis products will also be axed.
Dr Napthine said it was common for undebated pieces of legislation to sit on the notice paper at the end of a parliament and it was a matter of prioritising.
"This parliament has debated and passed over 320 bills ... that compares favourably with the previous parliament, which was 330."
He said the government would re-introduce the remaining bills if re-elected.
An exposure draft of laws addressing the remaining recommendations of state inquiry into the Catholic Church's handling of child sexual abuse would be released, he said. These include a recommendation - which Dr Napthine acknowledged was controversial - to make it easier for abuse victims to sue non-government organisations such as churches.
The government will introduce one new piece of legislation this week that closes a loophole in the drug testing of motorists.
Deputy Opposition Leader James Merlino said the dumping of 20 bills was a "damning indictment" on a "dysfunctional" government. "Denis Napthine defended dumping these bills on the basis that it's setting priorities. Since when has child protection and family violence not been a priority?"
It is understood Labor will not oppose the government's proposed changes to the Independent Broad-based Anti-corruption Commission, which has been criticised for being a "toothless tiger". However, time constraints will make it difficult for the legislation to pass.
Consumer Action Law Centre chief executive Gerard Brody said the domestic building consumer protection laws needed to be urgently passed to protect Victorians from dodgy builders.
"Consumer advocates have put significant time and resources in to help shape a fair and effective bill, but if Parliament doesn't pass it in this final sitting week it will all have been for nothing," he said. "Home owners will continue to be ripped off by dodgy builders and there will be little they can do about it."
