Annan warns of civil war

International envoy Kofi Annan has given a bleak assessment of the crisis in Syria, saying violence remains at ''unacceptable levels'' and warning his peace plan is the country's last chance to avert a civil war.
He said the presence of UN observers had had a calming effect on the crisis. ''There is a profound concern that the country could otherwise descend into full civil war and the implications of that are frightening,'' he said after briefing the UN Security Council. He said the observation mission ''is the only remaining chance to stabilise the country''.
A roadside bomb yesterday struck a Syrian military truck, wounding six soldiers, just seconds after a convoy carrying the head of the UN observer mission passed by. The UN convoy was not hit.
