Dutch native Johan Kieft, who was the head of a Green Economy Unit, was in Starbucks during the explosions.

AAP is reporting he was shot on the side of his body.

The head of Mr Kieft's team Satya Tripathi confirmed his colleague was "badly injured."

"He is injured and currently having surgery," Mr Tripathi said.

"We're devastated, I cannot imagine how somebody could do this."

"Johan was one of the best experts the UN had to offer Indonesia."

"We were a close team."

Mr Tripathi said none of his other employees had been hurt.
