"I don't know why they're doing it," acting chairwoman of the Weston Creek Community Council, Pat McGinn said. "It disenfranchises the Weston Creek community and that is a major issue. If they didn't have angry people before, they've got angry people now."

The Weston Creek Community Council was forced to call off a meeting last week after the crowd couldn't fit in the room, and has rescheduled for Thursday, April 6, at the Chapman primary school. But the council has been told the Public Housing Renewal Taskforce will not attend, concerned that officials might not be treated with respect, and that people who support public housing might not be heard.

Housing taskforce head David Collett said on Monday the number of people who turned up last week made "any sort of constructive and meaningful meeting impossible".

Mr Collet is due to speak on Wednesday at a meeting of the Woden Valley Community Council at the Southern Cross Club, but he said officials would only go ahead if it was "orderly and constructive".

"If a small number of people dominate the meeting and interrupt, whether making declarations themselves or making statements that aren't consistent with the facts, we'll need to make a judgement about whether the meeting's being productive," he said.

Weston Creek residents have also been invited to register for a drop-in session on Saturday at the Weston Creek Community Centre where they will be placed in groups of up to six people for a 20-minute session, including a presentation.

"What we need to do is to make sure that people who attend are given an opportunity to make their point and ask questions and receive information," Mr Collet said. "Having 300 people in a room all trying to speak at the same time obviously is not conducive to that objective."

The taskforce wanted feedback on design, materials and scale, but the chosen sites were not up for negotiation.

Liberal housing spokesman Mark Parton said Housing Minister Yvette Berry should front up to Weston Creek residents.

"It's a bit of a tough call for public servants really, and if they feel they are under a bit of pressure then surely the minister should step up," he said.

This week Ms Berry is interstate for education meetings, but said she would meet with members of the community.

The government plans 92 townhouses and apartments on three parkland and community blocks in Holder, Chapman and Wright.

Social scientist Chris Braddick, retired from the Australian National University, has spent a week knocking on doors in Chapman and Rivett collecting people's views, to combat the government's insistence that the "silent majority" is not being heard.

"I feel that we need an accurate assessment of what people feel. It's very easy for the government to say only those opposed turn up to public meetings," he said.

So far, 98 per cent of 250 people were opposed to the plans.

"This isn't the straightforward nimbyism issue that the government would like people to think," Dr Braddick said. "There are a lot of people, including myself, who care deeply about the condition of social housing in the ACT and the lives of the residents."

The need to build housing in a hurry was a crisis of the government's own making after years of neglect, he said, urging the government to build new public housing in the the Northbourne corridor or consider some of its Mr Fluffy sites.

"The current proposal represents the least sound option," with money better spent tackling problems head on through job creation and education, and addiction and crime rehabilitation programs "rather than simply shifting these problems to different parts of the city", he said.

The housing taskforce holds a drop-in session at the Weston Creek Community Centre, adjacent to the Cooleman Court Shopping Centre, on Saturday, April 8, 11am-2pm. Online registrations only.

A separate drop-in session on Tuggeranong public housing plans will be held at at the Tuggeranong Community Centre, 245 Cowlishaw Street, on Friday, April 7, 6pm-8pm.
