Happy Friday! Was it just me, or did that week feel longer than most? We're expecting a high of 25 degrees to welcome you into what will be a relatively warm weekend in the capital.

But before you start making plans on exactly what you'll be getting up to once you knock off this afternoon, here's what's making headlines.

It seems obvious: if a new property is advertised as a certain size, then that's the size your finished home will be. But there's a legal snag.

In one case raised at an ACT parliamentary inquiry, an apartment was smaller than originally described - legally. It turns out that there is a common but barely noticed clause in contracts allowing buildings to "shrink" by five per cent while they're being built.

In another case, a unit on sale hadn't actually been approved for construction. Buyer Andrew Martin has now waited nearly three-and-a-half years for his new home because he didn't realise that the plan hadn't had development approval.

ACT health has suggested tough cost-cutting measures in a bid to reduce the need for additional funding in future years.

However, if introduced, these measures could see interstate patients barred from the elective surgery waiting list.

A ministerial briefing from ACT Health director general Michael De'Ath to Health Minister Meegan Fitzharris also suggested a "one strike and you're out" policy for patients who refuse a specific surgery date.

It has been almost two years since the Moss report detailed its findings from the inquiry into the death of a young Indigenous Canberran, who was in custody.

Since then, the ACT government has made no commitment to build a recommended new centre for remanded prisoners.

Justice Minister Shane Rattenbury on Thursday tabled an 85-page report of the implementation plan of the recommendations of Phillip Moss's independent review of the treatment of Steven Freeman and his death in the prison in May 2016.

The failure to commit to the new centre comes at a time when the territory's adult jail, the Alexander Maconochie Centre, is close to capacity with 497 inmates, about 35 per cent of whom were remanded, not convicted prisoners.
