Full job description

 The Role

The Directorate of Communications Services are looking for a highly motivated individual with strong Leadership and experience and skills in Government Procurement and Contracting and Financial Management. As an EL1 Business Operations Officer, you will be working in a multi-disciplinary team to ensure successful delivery of very complex procedural, operational, business and financial management activities. These include: leading and undertaking procurement planning, tendering and contract management activities. Budget Management for both Sustainment and Acquisition procurements.

You will have an understanding of the Government Procurement Framework and the legislation and policies that apply to Government Procurement and be able to apply this understanding to you and your team’s daily tasks.

Key duties of the position:

•               Lead and empower a team to deliver positive work related outcomes,

•               Work with stakeholders and budget owners to understand procurement priorities and timeframes,

•               Provide advice to all DSCB staff to assist in preparing and managing contracts where required, •               Develop procurement strategies to provide the best contractual basis to achieve value for money outcomes,

•               Obtain relevant approvals, such as Section 23 delegations,

•               Participate in the preparation and administration of market approaches, including: sourcing strategy/ industry engagement, preparation of RFQ documentation; use appropriate panels and other WOG arrangements; respond to clarification questions; tender evaluations; contract negotiations and awards and,

•               Build strong relationships with stakeholders, vendors and colleagues and,

•               Manage and respond to taskings in the timeframes assigned.

About our Team

The Business Operations Services Team is the centralised Business Unit to support all Financial Management and Contracting and Procurement requirements within Defence Strategic Communications Branch (DSCB) in the Chief Information Officer Group (CIOG). The Business Unit is designed to be a one stop shop for all contracting requirements, financial management reporting and advice. Including budget management and simple and complex procurements both for Acquisition and Sustainment activities which support Defence’s Military Operations and Information Communications Technology requirements.

The team is an integrated workforce with both APS and Contracted personnel working together across the spectrum of Defence activities. Our greatest asset is our people.

Our Ideal Candidate

We are looking for individuals with:

•               Highly developed conceptual thinking and reasoning skills. You must be able to analyse complex and technical documents primarily relevant to financial management and contracting, identify issues, draw sustainable conclusions and develop responses supported by evidence,

•               Excellent written and verbal communications skills. You must be able to explain complex ideas succinctly in plain English and,

•               Strong stakeholder management skills. You must have excellent interpersonal skills including the ability to build constructive professional relationships with senior stakeholders outside your immediate work area.
