Industrial Relations Minister Grace Grace said the state's Amusement Device Working Group, including industry representatives, would be given the draft Health and Safety (Amusement Devices - Public Safety) Amendment Regulation as part of ongoing consultation.

The proposed changes include mandatory training for ride operators, mandatory major inspections of all amusement and theme park rides, a requirement for major theme parks to develop an integrated safety management system and additional record-keeping through detailed log books for rides.

Ms Grace said training for each ride would be different and based on manufacturer's specifications.

"Operating a merry-go-round might be different to operating a much more complex ride with different safety requirements," she said.

Ms Grace said she would also like to see the development of a code of practice to set details about training.

"And maybe the operators maybe identified, a trained operator, so when a parent puts their child on a ride they know the person that is there is a trained operator, it could be something hanging from their neck, something they're wearing," she said.

Mandatory inspections could include stripping down a ride to ensure its integrity, including removing paint and grease, Ms Grace said.

"Rather than a ride staying in situ for 30 years, or whatever the situation may be, this will require a real thorough, in a way, inspection is my understanding from the briefing, and the industry is quite happy to see that, they see that technologies can change in 10 years that they can implement, or maybe it needs just that good old grease and oil change or whatever is required," she said.

Ms Grace said the government would make sure maintenance, inspections, training and incident reporting were of world-standard best practice.

"Who could ever forget those images from the tragic events at Dreamworld in 2016 which shocked the world?" she asked.

"We are committed to providing the highest safety standards and public confidence from rides at carnivals and school fairs to those at our major theme parks."

There could also be certificates displayed to indicate when rides were inspected.

Amusement ride owners travelling on the show circuit and school fairs would be required to keep detailed individual ride log books, including the name of trained ride operators and training details, major inspection details, including results and what repairs were made, and any statutory notices issued by Workplace Health and Safety Queensland.

Ms Grace said the Dreamworld inquest was continuing and the coroner would be involved in consultation for the proposed changes.

"If there are any further recommendations that come from the inquest we will ensure that we will incorporate those and carry out those discussions into the regulation as well," she said.

The government hopes to pass the regulation by the end of 2018.

On Thursday, Workplace Health and Safety Queensland was conducting its annual audit of all 34 rides at the Ekka.

Between August 20 and September 21, the major theme parks will be audited by Workplace Health and Safety Queensland Electrical Safety Office inspectors.
