Ms Foley paid $325,000 for the three-bedroom stand-alone house, plus stamp-duty.

"I bought the house off the plan, I had been looking for a while at buying a house and was still living at home so I could save money and one day I just decided I'd buy a house," Ms Foley said.

"My dad and I went looking for a couple of things and then I had a friend who had recently just bought a land and house package in new Macgregor so we just went to the open home and found the deals were cheap."

Ms Foley took "full advantage" of the first home buyer grant.

Until now, first home buyers buying new and off-the-plan properties have been able to access both the grant and the home buyer concession scheme, which provided a discount on stamp duty for people buying new or substantially renovated residential home or residential vacant land.

But on Tuesday, the Barr government announced in its 2018-19 budget it would abolish the first home owners grant and cut stamp duty for first home buyers in the ACT from next July.

It will also scrap the early payment discount for ratepayers, as rates rise by 7 per cent on average.

"I currently pay my rates yearly and on time because I was worried I'd forget and because of that I got the early payment discount," Ms Foley said

"But with the increase of 7 per cent I'd most likely start paying my rates quarterly now."

She was happy first home buyers would no longer have to pay stamp duty.

"I think that would be really good because more people can get into the market now because they don’t have to pay the stamp duty which was an amazing amount of money," she said.

"Now that you don’t have to pay that, people can now use that money for part of their deposit."

Ms Foley, who is a school teacher, said she was happy overall with the budget, which wouldn't impact her too much.

"Overall I think it’s been a good budget, they're putting money into sport, and into education which was what I was hoping for."
