Yanjie Yang and Xiaoyu Zhu did not enter pleas in the ACT Magistrates Court on Friday when they were charged with operating a brothel other than in a prescribed location.
The women told the court, via an interpreter, that they did not understand court process or how to apply for a Legal Aid lawyer.
The registrar adjourned the matter to reappear next month.
Yang and Zhu were charged after police and Border Force raided a Reid apartment complex in September.
Police allegedly found and shut down three brothels at the Argyle Apartments.
Four Thai nationals, working illegally in Australia, were detained and deported after the September, police said.
Footage of the raid released by police shows an unhygienic apartment with a mouldy roof and dirty kitchen and bedrooms.
In September, City Station officer in charge Detective Sergeant Adrian Craft said a public tip-off had alerted police to the brothels.
"Clear and credible information provided by a member of the public resulted in yesterday's operation," he said.
"To have illegal brothels operating in apartment complexes can be terribly disruptive to residents.
"Police will continue to target illegal brothels in the CBD of Canberra to improve the environment for those living in these complexes."
Yang and Zhu are the third and fourth people to be charged as a result police targeting of the Canberra sex trade.
Dimitrios Brendas, 37, was last month charged over allegations he ran an illegal brothel from a Braddon unit.
Police allegedly found out about the Braddon address after they were passed a note during raids at the Argyle Apartments.
Mr Brendas is also the landlord of a building that houses a legal brothel in Fyshwick called Sassy Gina's.
Sassy Gina's is connected to Jamaree Suksom, 57, who was arrested in July after raids on escort agencies in Fyshwick.
Ms Suksom was charged for allegedly allowing unlawful non-citizens to work and allowing a non-citizen to work in breach of a visa.
