Access Canberra said the defects had affected more than 50 units at the 2008-built complex, but could not reveal the name of the builder or the development while the sanction was subject to appeal.

The issuing of the rectification order continues a recent ACT government crackdown on dodgy building work, which this month included temporarily shutting down 17 building sites in Gungahlin because of non-compliant work.

The government has been criticised for an apparent lack of action on building quality amid Canberra's construction boom, with industry experts claiming a lax enforcement regime and delays in ushering in regulatory reforms were contributing to problems in the sector.

The Canberra Times on Friday reported Access Canberra was investigating 187 cases of alleged breaches of ACT planning and construction laws on building sites.

ACT Construction Occupations Registrar Ben Green said the latest sanction sent a "strong message" to builders and apartment owners.

Access Canberra inspectors detected water entering the building and cracks to its facade after attending the site.

“There are parts of the ACT building industry that are producing poor quality outcomes for our community," Mr Green said.

"The building industry are on notice that non-compliant and poor quality work will not be tolerated and action will be taken to prevent issues arising but also respond to those in industry that fail to rectify issues if they do arise.”

The builder has 28 days to appeal the decision. If the sanction stands, the company would be placed on Access Canberra's online register of contractors who have been slapped with formal penalties.

A total of 77 companies, including builders and trade contractors, are listed on the disciplinary register.
