Staff conduct at Calvary Hospital will be examined as part of the government's independent review of ACT Health, the health minister confirmed.

The workplace culture of Calvary Public Hospital will form a key focus of the review alongside Canberra Hospital and internal issues within ACT Health.
However, Calvary's Private Hospital will not be subject to the review, announced by the ACT government on Monday.
While there was initial confusion as to how the Bruce hospital would factor into the review, ACT Health Minister Meegan Fitzharris said issues of alleged bullying at Calvary would be addressed.
"The independent review will consider the workplace culture within the delivery of public healthcare, including Calvary Public Hospital," Ms Fitzharris said.
"The terms of reference for the inquiry are still being developed, but the review will accept submissions from anyone who wants to make one."
While Calvary Hospital is owned by the company Little Company of Mary, the public hospital is funded by ACT Health as part of the Calvary Network Agreement.
The independent review was announced after weeks of mounting pressure following multiple issues and failures within the ACT health system and widespread bullying.
Multiple employees have said they were afraid to report bullying behaviour in the hospital as it would lead to themselves being the target of bullies, with bullying cliques involving several senior executives.
Calvary Hospital was told by WorkSafe ACT last month to overhaul protections for staff following an investigation into bullying, with the hospital given four improvement notices.
A Calvary spokesman said the hospital was supportive of processes which provide a safe environment for employees.
"Calvary will participate in any processes initiated by the minister, and we will encourage staff members to contribute to the independent review into workplace culture within ACT public health services," the spokesman said.
"The entire team at Calvary Public Hospital Bruce remains fully committed to providing the highest quality and compassionate care to all people in need."
The review is a watered down version of a board of inquiry, previously called for by the Canberra Liberals and the ACT branch of the Australian Medical Association.
Under a board of inquiry, witnesses would be protected under privilege and would be able to give evidence in private hearings.
The medical association earlier this week called for increased protections for witnesses, warning issues in ACT Health would continue unless there is public scrutiny.
Ms Fitzharris said witness safety was an important element of the independent review.
"This is extremely important to me, and the process must be one of learning and healing. This cannot be a witch hunt," she said.
"It must be a safe process for everyone so people are encouraged and confident to come forward. All these matters are being considered in the development of the terms of reference."
The medical association said it wants the review to have public hearings and called on the Health Minister to clarify several issues around how the review would operate.
The association's president Antonio Di Dio said accountability was needed.
"Community members and staff have the option to tell their stories in private and be protected from reprisal," he said earlier this week.
Ms Fitzharris also announced the creation of a clinical leadership forum on Monday, which will include representatives from Canberra and Calvary hospitals as well as other ACT health services.
The Health Minister said the forum would help maintain progress within the health system following the separation of ACT Health next month.
"This is a long term plan to ensure we continue to improve the delivery of public healthcare services across Canberra," Ms Fitzharris said.
"The clinical leadership forum will include a range of representatives and will be consistent with my commitment to deliver and plan for truly territory wide health service delivery."
