The interim report from the review into ACT Health's workplace culture released earlier this month recommended an implementation committee was created to oversee the review's recommendations be put in place.

It proposed the committee be chaired by Ms Fitzharris and include members from within the health department, Calvary Public Hospital, the Australian Medical Association, unions and colleges.

The Visiting Medical Officers ACT president Dr Peter Hughes said such a committee was doomed to fail and would end the same way as failed committees convened by past reviews.

"The organisation dealing with complaints of bullying or harassment must have an independent chairperson who is not a government employee," he said.

"If history is anything to go by this committee could not be successful.

"We fear it would end the same way as the clinical culture review panel."

The clinical culture review panel  - chaired by then director general Nicole Feely and made up of ACT Health employees- was created after a similar review conducted by KPMG into ACT Health's clinical culture in 2015.

It was disbanded in December and had not met since May 2017.

In documents released under freedom of information laws, executive director of people and culture Janine Hammat conceded the clinical culture committee had not been as effective as planned.

It did not implement a number of recommendations made after the KPMG review.

The Australian Medical Association submitted to the review a culture review implementation committee should have an independent chair.

"The culture review implementation committee should be constituted so that, in addition to the independent chair, there are equal numbers between ACT Government, ACT Health and Calvary Public Hospital representatives and other stakeholder representatives," the submission read.

But after reading the interim report, ACT president Dr Antonio Di Dio said it was reserving its final position about the merit of the Minister as the committee chair.

"We're still thinking about this and we feel there is definitely some merit because there would be power and propriety invested in the committee and greater transparency and accountability," he said.

Dr Hughes welcomed the review's interim recommendation that Canberra Hospital have all divisions run by a senior clinician from within the division, giving them greater autonomy.

Each clinical head would be supported by a business manager, a model the review said was common elsewhere in Australia and internationally.

"At the moment the clinicians have been sidelined," Dr Hughes said.

"The whole organisation has been run by bureaucrats and doctors are not consulted."

Ms Fitzharris declined to comment while the review was ongoing.
