Library users will be able to pick up, borrow and return books for a limited collection, as well as use computers and access newspapers and other resources during its normal opening hours.
However, a large section of the library will remain off limits, as work continues to replace water-damaged walls.
In a statement, the ACT government's city services directorate said the library was expected to be fully reopened in November.`
The government shut the library in May to replace water-damaged walls and investigate the possible presence of asbestos, which was found in bonded sheeting in the ceiling.
It was partially reopened in July, before a full closure last week to remove asbestos found in an "inactive bathroom" in the sub floor.
