In a victim impact statement tendered to court on Friday, Vice Admiral Michael Noonan said Alexander Bryan Gillett failed to adhere to Navy values of honour, honesty, loyalty, integrity and courage.

"His conduct has harmed the good reputation defence and Navy enjoy in the eyes of the Australian
community," he said.

"Defence and navy personnel will likely feel let down by Mr Gillett's conduct as the overwhelming majority proudly serve their nation with integrity.

"Conduct like this, also harms the reputation of Defence and Navy in our dealings with our government as
well as defence industry and business.

"The private sector rightly expects to deal with honest Defence officials and to compete for Defence business on an even playing field, in an ethical relationship."

Most importantly, Vice Admiral Noonan said, the incidents were likely to have harmed the reputation of the Defence Force with the US military, Australia's most important strategic partner.

At the ACT Supreme Court sentence hearing Friday, federal prosecutors pressed for Gillett to be jailed after he pleaded guilty to abusing his public office.

The charge carries a maximum jail term of five years.

But lawyers called for leniency in light of his admissions to authorities and his rehabilitation in the years since, and argued any sentence could be wholly suspended or served in the community.

The Canberra man had been posted to the US 7th Fleet and the USS Blue Ridge in 2007, as the Australian Navy’s liaison officer, documents tendered in the ACT Supreme Court say.

He was soon drawn into Leonard Francis' orbit.

Leonard Francis - known as Fat Leonard - was a tugboat owner and president of Glenn Defence Marine Asia, a Singapore-based defence contractor, who spent years developing sources on the Blue Ridge.

He would lavish the US Navy commanders on board the USS Blue Ridge with extravagant parties in Asia’s most expensive five-star hotels, in exchange for sensitive information about the US 7th Fleet’s movements.

The "Fat Leonard" scandal has enveloped hundreds of officials and the US Navy's top brass.

The documents say that within the first eight months of his posting Gillett became aware of a US Navy officer, Lieutenant Commander Steven Shedd, leaking Francis sensitive information, such as shipping schedules.

When Shedd left the fleet he allegedly recruited Gillett to take over the role, the documents say, telling him the US Navy would benefit from Francis’ cheaper port service prices.

Using the email address dingo11@cooltoad.com to get around a US Navy firewall that blocked services like Gmail and Hotmail, Gillett leaked Francis sensitive information about the fleet’s movements.

He sent, for example, a PowerPoint file with maps of South East Asia and information about ship movements, as well as schedules of port visits.

In trade, Francis lavished his corrupt network of officers with boozy parties and prostitutes, although Gillett has denied taking part in sex services provided by Francis.

In November 2008, Gillett was invited to the “Liberty Party of Five”, an extravagant soiree of five Naval officers held at the Kowloon hotel in Hong Kong in an event that racked up tens of thousands on Francis’ AMEX.

And in February 2009, Gillett was invited to the Makati Shangri-La in the Philippines, one of several visits to the Philippines he made on Francis’ credit card.

Emails showed Francis organising widescreen televisions, karaoke, alcohol, and late checkouts at the Shangri-La hotel at a cost of tens of thousands.

Now nearly a decade since he accepted gifts from the defence contractor in exchange for leaked shipping schedules, Gillett could face jail time when he is sentenced for his part in the massive scandal.

At a first sentence hearing earlier this year Gillett said he feared retribution and that he did not know who to turn to - having seen the corruption extend to his superior officers.

But on Friday federal prosecutors urged the judge to reject those excuses.

Francis pleaded guilty in 2015 to bribery and defrauding the military of $US35 million, The Washington Post reports.

The Washington Post has also reported that 16 US Navy officials have pleaded guilty to their roles in the scandal, while 12 others have criminal cases pending.

Hundreds of active and retired military officials, including admirals, have been investigated for possible rule or ethics violations.

Justice Chrissa Loukas-Karlsson said she would sentence Gillett on February 14.
