The move puts more pressure on the remaining Mr Fluffy homeowners, whose addresses were published by the taskforce on Thursday, as the uncertainty around whether they will be allowed to remain in their homes at the end of the buyback and demolition program in 2020 continues.

In his latest letter to homeowners not participating in the loose-fill asbestos eradication scheme, Asbestos Response Taskforce executive director Bruce Fitzgerald said the ACT government would only pay for the rubble from private demolitions to be disposed of before July 1 next year.

After this, the average household would face a rubble disposal bill in the order of $45,000, Mr Fitzgerald revealed in the letter.

"Rubble from privately arranged Mr Fluffy demolitions can continue to be disposed of prior to 1 July 2019 at no cost to the homeowner," the November 29 letter said.

"While exact demolition disposal costs from 1 July 2019 will be site dependent, ACT NoWaste have advised that fees can be expected in the order of $15,000 per day with a standard house requiring an estimated three days of access."

It comes as the ACT government plans to progressively close the West Belconnen tip, where rubble from many of the former Mr Fluffy homes has been dumped, to new deliveries before permanently capping disposal sites.

Mr Fitzgerald told homeowners the addition of a disposal fee was an important consideration in any future plans for private demolition.

While he said he was "respectful of your decision not to participate" in the buyback and demolition scheme, one of the remaining Mr Fluffy homeowners said Mr Fitzgerald's letter was "just another bit of intimidation to try and force our hand".

"My view is that they caused this issue so let them pay for it, but that does not seem to be the way they play the game," Lyons homeowner Lorraine Carvalho said.

Mrs Carvalho believes the ACT government undervalued her property and has refused to take part in the buyback and demolition scheme.

Mr Fitzgerald's letter about demolition disposal fees was sent just days before the taskforce upped the ante on homeowners not participating in the scheme by publishing the affected residential premises register for the first time on Thursday.

The register, which lists the addresses of Canberra's remaining Mr Fluffy homes, had previously been maintained behind closed doors, with only the original list of 1023 homes available to the public.

Mrs Carvalho described the decision to release the addresses of the remaining 67 homes as "bullshit" and "a form of bullying and coercion" from the territory government.

Despite the looming end of the Mr Fluffy buyback and demolition scheme, which is slated for completion in 2020, the ACT government continues to describe questions about whether people will be forced from their homes as "premature".

ACT Opposition leader Alistair Coe challenged Rachel Stephen-Smith, the minister responsible for the Asbestos Response Taskforce, on the issue during an annual report hearing in the Legislative Assembly last month.

Mr Coe said the remaining Mr Fluffy homeowners deserved an answer now so they could plan for 2020.

"It is very reasonable scenario planning, I would have thought, given that [2020] is imminent," he told the hearing.

But Ms Stephen-Smith said the best course of action remained unclear as the market was changing, while the number and circumstances of Mr Fluffy owners who might want to remain in their homes was "not fully known".

"The government’s position remains that properties affected by loose-fill asbestos insulation should be vacated as soon as possible and that the only way to remove the physical, financial and social risks is through demolition," she said.
