The ACT Auditor-General's report into the recognition and implementation of human rights obligations found staff members who had joined Bimberi after July 1, 2017, were far more likely to have undergone the training than those who had been there longer.

More than 62 per cent of new staff have been trained in their human rights obligations, while less than a third of the centre's most-experienced staff had received the training, according to the report.

All ACT Community Services staff are required to attend the training.

As a result, the Auditor-General has recommended that all staff working in the youth justice environment undertake basic human rights training, and that this be an ongoing program.

The significant training gap is a telling indicator of the major task still ahead for ACT Community  Services.

The report found human-rights-specific training for Bimberi staff had been delivered face-to-face up until 2015 when an online learning module was introduced.

But at a time when human rights are an intrinsic part of the ACT government mantra, the report found 49 of the 84 staff working at Bimberi had neither done the face-to-face training nor completed the e-learning course.

Human rights became enshrined in ACT legislation in 2004 in the form of the Human Rights Act. Included within the act was the recognition that a non-convicted young person in detention has the "legal right to the presumption of innocence".

Meanwhile, reports have emerged of youth workers and corrections staff at the facility coming under significant emotional stress. Last year a youth worker with three years' experience at Bimberi left after suffering emotional distress from witnessing inappropriate uses of force by staff, as well as verbal abuse of the detainees.

A 2017-18 headlines report on Bimberi, tabled in the ACT Assembly last year by Youth Minister Rachel Stephen-Smith, revealed there were 203 category-two "safety and security" incidents over a 12-month period, almost double that of the previous 12 months.

Category-two incidents are described as exposure to contagious disease, minor breaches of security, assaults, fighting, or significant disturbances to the good order of the centre.

There were 19 assaults reported, up from six during the previous period, and use of force by officers had been required on 178 occasions, up from 84 in the previous period.

The report also revealed there were 179 operational lockdowns at the centre from 2017-2018, more than five times the number in the previous 12 months.

Operational lockdowns can only be called by senior managers, and involve some or all detainees being locked in their rooms for a period of time.

At the tabling of the report, Ms Stephen-Smith told the assembly the increased use of lockdowns was caused by more young people being detained inside Bimberi, combined with the facility losing a significant chunk of its casual workforce.
