A key focus of the funding boost, which is one of several measures planned for schools in next month's budget, will be on professional development and mentoring for teachers.

Education Minister Yvette Berry said that, after students themselves, the single most significant factor in school outcomes were the people standing at the front of the class.

As enrolments surge in the capital's public schools, more than $31 million will go towards swelling teacher ranks - the equivalent of 66 full-time teachers and learning aids over the next four years.

A proposed mentoring program would train 120 school leaders a year by 2019, according to the education directorate, with a view to helping them guide early career teachers back in their schools.

The government will also expand its partnership with the University of Canberra from two schools to 20 in total.

According to the directorate, the beefed up program will allow teachers to more readily tap into professional development and research opportunities in the classroom, as has already been piloted on a smaller scale at UC High School Kaleen and Lake Ginninderra.

"[We're] investing in teacher capability in literacy and numeracy and building better links with the University of Canberra where many of ACT teachers gain their initial and post graduate qualifications," Ms Berry said.

About $23 million will also top up funding for students with special needs and get more nurses into classrooms to help those with complex health issues such as diabetes or renal failure throughout the school day.

Ms Berry said the new measures were early outcomes of the Future of Education discussions conducted in ACT schools.
