The Legislative Assembly on Tuesday passed legislation to enact the new initiatives to help ensure teachers hold a current working with vulnerable people card and force non-government to implement the Royal Commission's recommendations.

It ccomes as the territory government faces increasing political pressure over violence in the city's schools, in the wake of a series of reports about violence, bullying and harassment in several public schools.

The bill will also ensure that the education directorate looks into the enrolment status of children who have not attended school, where schools are concerned about their welfare, enacting a key recommendation of the Glanfield inquiry.

That inquiry was one of several that examined the systemic failures of the territory's child protection system in the wake of the horrific abuse and murder of a young Canberra boy at the hands of his father in February 2016.

The child, Bradyn Dillon, was killed by Graham Dillon, who was sentenced last year to 41 years in jail by a judge who likened the long-running abuse as akin to torture.

The changes made in the legislation passed on Thursday are the latest in a string of reforms Laurie Glanfield's inquiry urged acted on in the inquiry report as early as April 2016.

Education Minister Yvette Berry said the changes would mean the education directorate would confirm any move of a child from one school to another with the family, as well as confirm any enrolment in a different state or territory with that jurisdiction and vice versa.

She said other changes in the bill would also see the Teacher Quality Institute, which regulates teachers' registration, to ensure employers of teachers in public and non-government schools to provide more information about a teacher to the institute.

That would mean the institute was kept abreast of any investigations into the conduct of a teacher, and any disciplinary actions taken against a teacher, before a teacher is registered.

That measure would also ensure employers notify the institute of any investigation that had begun into a teachers' conduct as it occurred, to ensure the institute could follow the issue up, if the teacher resigned before an investigation was completed.

The bill will also ensure teachers maintain a current working with vulnerable people card, closing a loophole that currently could allow teachers who may have had their card revoked to continue working with children in schools.

It will also allow the ongoing implementation of the Royal Commission's recommendations in non-government schools under regulations which would give those schools more clarity about their responsibilities to implement changes to continue operating.

All parties voted in support of the legislation.
