ACT Fire and Rescue extinguished the blaze, which destroyed the unit and spread to a hedge behind the apartment building.
About 40 residents were evacuated from the Fullerton apartment complex at 11 Fawkner Street, after emergency services were called shortly before midnight.
Paramedics assessed and treated seven people for minor smoke inhalation, but no one was taken to hospital.
Residents of 15 apartments in the 71-unit complex are unable to return home as hazmat crews conduct safety tests. It is understood they have not been told when they will be able to re-enter their units.
