Mr Freeman died in the Alexander Maconochie Centre in May, yet the manner and cause of his death still remain largely unknown.

His death came after a near-fatal bashing last year prompted dire warnings about his safety behind bars.

The government brought in a highly esteemed reviewer, former integrity commissioner Philip Moss, to examine the death, and a coronial process was also triggered.

Mr Moss' long-awaited report is expected to be handed to the government on Monday, although it may not be publicly released immediately.

The head of Aboriginal health service Winnunga Nimmityjah, Julie Tongs, has called on Mr Rattenbury to "immediately and without equivocation" agree to all of Mr Moss' recommendations and release his report immediately.

"It's very important that the report be released immediately, particularly so that the family, which really has been kept in the dark over a range of issues for 14 months, can have access to the report and so the public does as well," Ms Tongs said.

"It's important that it not be delayed and the government desists from doing what it has been doing which is hiding behind the coronial inquiry and police inquiries," she said.

Mr Rattenbury said the report would be considered and then released. He said that would occur within days, not months, of it being received.

But he has already flagged concerns about the secrecy around the coronial process, which has seen information on the cause of Mr Freeman's death largely kept under wraps.

"This case has raised questions about the coroner's process that also warrant further investigation," he said.

"The fact that many, many months after Mr Freeman's death that neither myself nor the family officially know the cause of Mr Freeman's death is unfair to the families, and it invites speculation about the role of Corrective Services that is perhaps unwarranted."

"This whole process has given me a lot of cause for reflection on how matters like this are dealt with."

Mr Freeman had been on remand at the AMC on six charges of riding or driving in a car without consent, one count of being an unlicensed driver, one count of stealing a car, two charges of theft, one charge of burglary and another of aggravated burglary and one charge of arson.

He was bashed hours after being placed in the AMC with sentenced prisoners. Prison officers resuscitated him and he was rushed to hospital and put in an induced coma for a week.

After surviving the bashing, Mr Freeman applied for bail, relying partly on an argument that prison was no longer safe for him.

The prison promised that extra precautions had been taken to keep him safe.

Ms Tongs had called for an independent inquiry following the bashing, but was rebuffed by the government.
