The panel is one of more than two thirds of the measures pledged in the Labor-Greens power-sharing deal reached shortly after the 2016 election which have not yet been completed halfway through the parliamentary term, according to a report released on Thursday.

Among the other issues delayed or facing "minor issues" in implementation were a promised review and regulatory analysis of the ACT's energy efficiency ratings system.

The government has come under increasing criticism on both these issues, with an inquiry into building quality hearing horror stories of those affected by defective building work and poor certification processes, while an audit of the energy ratings scheme found serious compliance problems.

But Chief Minister Andrew Barr and Greens leader Shane Rattenbury both said many measures were already under way, though they said most measures took a lot of planning ahead and were more likely to be completed in the second half of the term.

A spokeswoman for the planning directorate also said the government was now working on a discussion paper on the energy efficiency ratings scheme, which would be "further progressed" next year, while the review itself was funded in this budget.

The report shows several big-ticket items have been achieved so far, including releasing a new housing strategy, introducing laws to cut the number of poker machines in the city to 4000 and create a new integrity commission, and opening the nurse-led Gungahlin Walk-in Centre.

Mr Barr said the government was doing its bit on housing affordability, including establishing a $100 million fund that will see 1000 public dwellings renovated or demolished and rebuilt, but he was waiting for a federal Labor government to be elected to address tax settings such as negative gearing.

Mr Barr said he believed the current Senate crossbench would back federal Labor's proposals if Labor was elected on a solid majority - though if action was not taken federally, he would reconsider the ACT's tax settings in a different political environment.

Many items in the agreement remain unfinished or listed as "on track" in the report into the power-sharing deal, including the recruitment of 20 school psychologists, the construction of a new $12 million indigenous health centre, and the implementation of a promised nurse safety strategy.

The installation of 200 recycling bins across the city has not started, with the commitment now only to consider it as part of future budgets, while the lofty idea of an Australia Forum - a much-vaunted new city convention centre - has been put on hold.

Mr Barr said the convention centre was still being considered but was at the bottom of the list for big ticket infrastructure projects, with a new $500 million hospital expansion, light rail, Canberra Theatre redevelopment, and city stadium to take priority.

The report showed new traffic management and road safety plans for schools across the city were also expected to begin some time in 2018-19, and while the new bus network is set to begin early next year, many residents have questioned whether it will achieved the promise of better services.

Another policy that faced delays or minor issues in implementation was new cat containment measures, though the report said a new cattery was expected to be completed at Symonston by March next year, to house stray cats without owner identification.

The planning directorate spokeswoman did not directly answer questions as to why the panel to audit building certifiers had not yet been set up, instead saying it was being progressed as part of wider building regulatory reforms.

She said all items in the agreement would be completed before the end of the current parliamentary term in October 2020.
