Domestic Animal Services, a branch of the City Services directorate, said new dog laws introduced in December had allowed it to euthanase 20 dogs involved in serious attacks.

Last year, the authority euthanased only three dogs involved in serious attacks.

Fairfax Media has asked for details on what the 20 dogs had done, what breeds they were and whether they had previously been declared dangerous, with answers promised by Friday.

The information comes as the ACT Opposition introduced proposed new laws in the ACT Legislative Assembly on Wednesday day to make dog owners more accountable when their dog is involved in an attack.

Deputy opposition leader Nicole Lawder, who tabled a draft of the party's bill, said the Liberals' latest proposals would further tighten the management of dangerous dogs.

Dog attack numbers had risen in recent years, including more than 360 in the past calendar year.

Among the Opposition's latest proposals, some of which the government has previously rejected, registrars would be forced to investigate all attacks that result in serious injury of death of a domestic animal or person, and ensure such a dog was impounded during the investigation.

Complainants, dog owners and the minister would have to be told of an investigation outcome within two weeks of it being completed, and if an investigated dog was not destroyed, the dog must be placed under a control order and officially declared dangerous.

Ms Lawder said while the late Steve Dozspot had proposed such measures in 2017, the government and the Greens watered down the proposals and instead went ahead with a government bill to make other changes.

She said she hoped the government and the minor party would now back the proposals, when the bill to brought back before the Assembly for debate, likely later this year.

It follows a horror year in Canberra for dog attacks, which have steadily risen since the 2012-13 financial year.

The government responded to 218 dog attacks, including 94 on humans, between January 1 and May 23.

At the time the government called on Canberrans to be more responsible with their animals, having seized 80 dogs between those dates.

Authorities formally declared eight pets as dangerous dogs in 2018, and returned them to their owners under stricter conditions.

City Services could not confirm the reasons behind the dangerous dog designations by deadline.

Under the Domestic Animals Act, these conditions include muzzling the dog in public and not leaving it unattended.

The act also requires owners to place warning signs on their property and stick to conditions set by the registrar, the authority that imposes the dangerous dog declaration.

On top of the 20 dogs already euthanased, the authority said seven dogs were awaiting the outcome of an appeals process.

Another 55 dogs have been returned to their owners in 2018 under control orders, which according to the animals act, allows registrars to set conditions on the dog and risk committing an offence if they break them.

It is up to the registrar to set the conditions as the act does not specify what conditions must be set in place.

City Services could not confirm what control conditions were in place for the 55 dogs by deadline.

Animal services has 31 dogs impounded at its Symonston facility as investigations are underway.

Transport and City Services director of city presentation Stephen Alegria said "responsible pet ownership is everyone’s responsibility".

“The ... statistics around dog attacks, which represent an increase in the reporting of incidents and a much stronger response from [Domestic Animal Services] on dangerous dogs, are a reflection of the new laws introduced in 2017 being effectively administered, with more dangerous dogs taken out of the community," Mr Alegria said.
