But the Lanyon farmer admits even God's country is in serious trouble unless the heavens open, with rainfall in the territory from March to June at its lowest level since 2004.

Bureau of Meteorology figures show just 69.6 millimetres of rain fell at Canberra Airport between March and June - the lowest amount during that four-month period since 25 millimetres fell in 2004, during the so-called millenium drought.

While large parts of NSW are in drought, there has been no official declaration in the ACT despite the combination of dry and cold weather forcing farmers to sell off large volumes of stock because there is not enough grass in paddocks to feed sheep and cattle.

Mr Geikie, who has about 1200 hectares of farmland, said he hadn't seen worse conditions since the millenium drought, during which most of Australia was hit by drought between 1996 and 2010.

"We desperately need rain," he said. "If we get a failed spring, everyone's in the poo ... it'll be equivalent to the millenium drought."

Mr Geikie said the lack of rain had put pressure on farmers to make some hard decisions about what to do with their animals.

He made an early decision to destock ahead of the winter and sold off all his weaner calves in March, while planting about 100 hectares of oats to give his animals another food source for the winter.

He said he had about 1500 breeding cows and 375 breeding ewes on his property at the moment, but those numbers were down about 25 per cent on a good season.

"It's really tricky for farmers out there at the moment, but in the ACT, we're in a really fortunate position," Mr Geikie said.

"We're within striking distance of Canberra, but the farmers that are out west are in real trouble because they don't have the same ability to derive an off-farm income."

Rural Leaseholders Association president Tom Allen said he had also destocked, having sold all his surplus livestock in January and decided not to keep 200 breeding ewes as he usually did.

Mr Allen, who bought his Symonston farm in 1981, said while many farmers in the ACT had an off-farm income, an extended period of dry weather still caused great stress, particularly with a shortage of feed locally.

He currently had 380 sheep to lamb and described his 330-hectare farm as small, but said even he would be in big trouble if there wasn't a decent amount of rain in spring.

"I would have to spend the best part of $2000 a fortnight just to keep [the animals] alive and put some grain down their necks," Mr Allen said.

"One of the biggest problems is sourcing the grain. We've got to buy it from South Australia and you can buy it over there for $300 a tonne, but it'll cost you $200 a tonne to get it here ... It causes an awful lot of stress on people even when [farming] is half your income."

Mr Allen said after good seasons between 2011 and 2016, he wasn't surprised to see a rough year come around.

"They say, with farmers, there’s no need to go to the racetrack because we’re gambling every day, and that’s basically what it is," he said.

Bureau of Meteorology senior climatologist Ian Barnes-Keoghan said over the last four months, the ACT had experienced a "severe rainfall deficiency", which meant rainfall levels were in the driest 5 per cent of historical totals.

The only more severe level on the bureau's classification scale is "record low".

Mr Barnes-Keoghan said there appeared to be no end to the big dry in sight.

"Unfortunately, things are not looking good," he said.

"The bureau does a seasonal outlook which covers the next three months [August to October] and looks at the probability of it being a wet or dry season.

"The probably is very much in favour of it being a dry season... we're talking about a 70 per cent chance of it being a dry season, compared to the long-term average for Canberra."

As of Friday afternoon, just 2.6 millimetres of rain had been recorded this month at Canberra Airport.

Mr Barnes-Keoghan said the July average was about 40 millimetres.

He said it was hard to pinpoint a single reason behind the current lack of rainfall, but the simple reason was that the weather systems that brought rain weren't passing over the ACT as often.

"We're seeing more high-pressure ridging, and when those high-pressure ridges just sit there not moving, the lows and the troughs that typically bring rain aren't coming in," Mr Barnes-Keoghan said.

Mr Barnes-Keoghan said while it would be hard to draw a direct link with climate change, an increase in the number of high-pressure systems was a characteristic of a warming climate.

Declarations of drought are the responsibility of state and territory governments, with large parts of NSW now in drought.

In the ACT, which is not officially in drought, the task falls to the Environment, Planning and Sustainable Development Directorate.

An ACT government spokesperson said if drought was to be declared in the ACT, the directorate would make the decision in consultation with a range of parties including the Bureau of Meteorology, the federal government's Department of Agriculture, NSW Department of Primary Industries, rural land managers and other industry experts.

The directorate and the environment minister would then make a formal announcement.

But Andrew Geikie reckons he knows a drought when he sees one.

"Drought would be a word I would use," he said.
