Renee Marie Serena appeared before the ACT Magistrates Court on Saturday, charged with aggravated robbery and driving a motor vehicle without consent.
No formal plea was entered.
Police have alleged Ms Serena approached 20-year-old Gina Davidson on Thursday night outside a Subway restaurant, armed with a 30-centimetre kitchen knife, and told Ms Davidson to get out of her car and hand over her mobile phone.
Court documents state Ms Davidson initially refused to get out of the car, but after Ms Serena allegedly held the knife close to the car owner's face, Ms Davidson ran to a near service station for help.
It is alleged Ms Serena then drove off with the car, which contained Ms Davidson's wallet and a jewellery bag.
The car, a pink Mitsubishi Mirage, was found on Friday just after 9pm on Corrina Street in Phillip, following a tip-off from the member of the public.
Police allegedly found Ms Serena in the driver's seat when they located the car.
A search of the vehicle by police allegedy found the knife believed to be used in the alleged aggravated robbery.
A police statement of facts alleges that Ms Serena was on the fourth day of a binge on methylamphetamine, also known as the drug ice, when she was arrested.
Prosecutors opposed bail due to the risk of reoffending.
During her appearance before the court, Ms Serena argued with Magistrate Louise Taylor on multiple occasions due to bail being refused.
Magistrate Taylor told the court she had "significant concerns" with granting bail due to Ms Serena allegedly "targeting a random member of the public".
The court heard Ms Serena had no fixed address and was currently living at Havelock House. She did not have a previous criminal history.
The matter will return to court on December 18.
