These are some of the measures the Berejiklian government will look at in an attempt to curb illegal asbestos dumping and make it easier for residents get rid of the hazardous building material safely.

NSW Environment Minister Gabrielle Upton was this week criticised for not doing enough to tackle the state’s waste crisis by offering incentives to divert rubbish from landfill or cracking down on illegal dumping.

She said the government would now look at a raft of measures to target asbestos dumpers during consultation for its draft NSW Asbestos Waste Strategy, released on Friday.

“We want to make it easier and cheaper to do the right thing, strengthen regulation and penalties, close loopholes and disrupt illegal business models,” Ms Upton said.

“In particular, we want to make the legal disposal of bonded asbestos cheaper and easier in NSW so the community and environment are safeguarded.”

The government will consider tougher penalties for people who don't comply with NSW Environment Protection Agency directions and expanded tracking of waste vehicles transporting asbestos.

It will also investigate removing the waste levy from separated bonded asbestos.

And it will consider increasing the number of ways wrapped bonded asbestos can be disposed of properly and tougher laws and sentencing provisions for asbestos dumpers.

Ms Upton said research commissioned by the Environment Protection Authority showed the cost and inconvenience of legal disposal were a common reason for illegal dumping of asbestos.

Opposition environment spokeswoman Penny Sharpe said local councils, communities and industry groups had voiced concerns over asbestos dumping for the past seven years.

"A late release of yet another discussion paper means that there will be no change until after the next election. The community needs action on asbestos, not another consultation."

In a recent case, police said up to 17,000 tonnes of waste containing asbestos was dumped on the Central Coast.

That waste came from Sydney's Green Square and the dumping operation had suspected links to organised crime, police said.

The NSW government said the waste removal strategy was part of its commitment to slash illegal dumping by 30 per cent by 2020.
