On Monday a spokesman for the lord mayor's media team revealed a reshuffle of the leadership positions, which involved a new member, and former deputy chairman, being appointed to the civic cabinet, a committee member promoted to deputy chair and a reshuffle of the existing chairs and cabinet members.

This follows weeks of pressure from opposition councillors for Cr Simmonds to step down from his role as city planning chairman.

At the time, lord mayor Graham Quirk said he asked Cr Simmonds to stay in the role until the end of the budget.

The 2018-19 budget was handed down on Wednesday and the budget information sessions finalised on Monday afternoon.

The budget will be debated in chambers on Wednesday and Thursday and on Thursday the new appointments will be made official.

The changes will move central ward councillor and current deputy chairman of council Vicki Howard into the civic cabinet in the role of field services chairman.

Doboy councillor Ryan Murphy, who was elected in 2012, will step into Cr Howard's role as deputy chairman of the council.

Cr Peter Matic who currently is the Field Services chairman will move to chair the Lifestyle and Community Services Committee, replacing Cr Matthew Bourke.

Cr Bourke will fill Cr Simmonds' role at city planning chairman.

Opposition councillor Jared Cassidy said he found it strange the lord mayor overlooked promoting the current city planning deputy chair, Vicki Howard, to the role as chairman as she had years of experience on the committee.

"I wish Cr Simmonds all the best on his campaign for Ryan," Cr Cassidy said.

"Given his efforts over the past few months it's clear that's where his mind has been anyway."
