The Crime and Corruption Commission investigated a complaint against Premier Annastacia Palaszczuk, and members of the LNP, by KAP Queensland leader Robbie Katter over the removal of extra taxpayer-funded staff from his party.

Before the deal was ripped up Ms Palaszczuk, speaking during question time, said she wanted members of KAP to publicly condemn Senator Anning's comments.

"I can say that I will be reviewing that arrangement [for extra staff] as well," she said.

LNP member for Warrego Ann Leahy had asked if Ms Palaszczuk would tear up the extra staff deal but on Thursday, CCC chair Alan MacSporran cleared her and Opposition Leader Deb Frecklington, saying they were acting to hold the government to account.

But the organisation said the information available, if proved, may involve an offence against section 60 - bribery of a member of Parliament - regarding the answer given by Ms Palaszczuk to Ms Leahy.

The CCC did not consider section 60 was intended to apply to statements made openly during parliamentary proceedings.

But former Labor speaker John Mickel, who held the role from 2009 to 2012 under the Beattie government, said the CCC had no part to play in assessing the Premier’s comments.

“One of the [Premier’s] comments was made in the Parliament,” he said.

“Clearly the CCC has no role in that. The separation of powers means [it] has no role to play.”

Mr Mickel said parliamentary privilege existed so that members were protected when they raised matters being discussed in the community.

“What the hell are they [CCC] doing looking at the Hansard anyway?" he said.

“[Whatever] is going on in the Parliament … they have no role to play whatever.

“As I understand it, the opposition were calling for substantially the same thing.

“If the Premier’s caught up in it, so is the opposition because they were calling for the same thing.

“[The CCC] showed not a glimmer of political wit about it.”

However Mr Mickel said the CCC’s recommendation that an entity independent of the government should decide the resourcing for ministers and other MPs had “done everyone a favour”.

“The question needs to be, is it appropriate for the executive arm of government to be allocating resources?" he said.

“In my view, that committee of the Legislative Assembly should not have the executive on it.

“It should comprise leading backbenchers from the government, the opposition and a representative of the crossbench."

CCC chairman Mr MacSporran was asked for comment, but was unavailable.

Another former Labor speaker, Jim Fouras, said he expected the Premier to weather the political storm following the CCC’s determination.

“I think Annastacia is quite a logical person … she seems to understand about getting on with people,” Mr Fouras said.

“I think there are some things said in Parliament that you wish you could take back out of your mouth again.

“I don’t think this issue has got legs.”

Meanwhile on Friday, Mr Katter’s chief of staff was the last of four KAP staff to leave the Parliament after the funding for their roles was removed by the government.

A senior insider confirmed the KAP leader would operate without a new chief of staff and planned to assign the role’s duties to his three remaining electorate officers.

Fairfax Media understands current speaker Curtis Pitt received a formal request from the KAP more than a week ago asking for the Premier to be referred to the parliamentary ethics committee.

The office of the speaker declined to comment on the request, saying: “The speaker does not comment on specific matters where he may be required to rule under the standing orders.”

The speaker has the discretion to convene a special sitting of parliament, but is expected to follow the standard process of adjudicating on the matter in the next parliamentary sitting on October 16-18.

The Premier’s office declined to comment on whether Ms Palaszczuk would stand aside, or consider reinstating KAP’s funding, while the matter was referred to the Parliament.

Instead a spokeswoman referred Fairfax Media to the Premier’s remarks on Thursday, when she said people made comments "in the heat of question time".

"That's the argy-bargy of Parliament," Ms Palaszczuk said at the time.
