Australian Traffic Network reporter Chris Hull said a tanker broke down and blocked the left northbound lane on Hale Street in Milton, just after Kelvin Grove Road, about 6.20am.
About an hour later, another breakdown occurred on the Riverside Expressway, just after Herschel Street, and blocked the right northbound lane on the already heavily congested road.
At 7.30am, congestion stretched along the Riverside Expressway, onto the Pacific Motorway and back to Tarragindi - a distance of almost 15 kilometres.
Mr Hull said a heavy haulage truck was still making its way to the Hale Street breakdown at 7.30am.
"It will be at least another hour before that is cleared and of course it takes a while for the congestion to clear afterwards," he said.
"I think it won't be until at least the end of the morning peak before we see significant relief."
By 9.45am, Mr Hull said the delays had reduced considerably with only three kilometres of lighter congestion remaining along the Riverside Expressway from the Hale Street exit to Woolloongabba.
The Expressway breakdown cleared about 8.20am and a heavy haulage truck had removed the broken down tanker from Hale Street by 8.45am.
