Police said a woman confronted the man in a change room after she was approached and saw him using a phone to film her at a Rebel Sports store on January 7 between 12.30pm and 1pm at Maroochydore.
The man then fled when he was challenged by the woman.
Police said initial investigations suggested the man may have filmed women without their knowledge at the centre on Maroochydore Road.
Inspector Jason Overland said he could not comment further on the details of the incident or possible offences, which could be laid.
"That requires further investigation but at this point it’s (classified as) inappropriate, which is a broad spectrum but we have to keep it that way until we know what we’re dealing with," he said.
Inspector Overland said it was important to identify the person for the sake of the community's safety.
"It's not a common thing (to see at this shopping centre) but it's certainly something that's concerning because these individuals pose a risk to the community."
Police were appealing for anyone who may have witnessed or has been a victim of the inappropriate behaviour to report the matter.
