They were still being used at 211 locations in August 2017, after a 12 month phase-out by the Queensland government began in June 2017, according to the Department of Environment and Science audit.

Most of those locations were places in which bulk fuel or large amounts of chemicals were stored, because they were high fire risks.

Companies and authorities are expected to stop using the toxic foams "as soon as possible", although many subsequently reported it was difficult to identify whether foams needed to be replaced.

The Queensland government planned to phase out toxic firefighting foam containing PFAS chemicals by July next year.

That 425 tonnes did not include the large quantities used at defence bases and sites in Queensland.

The Department of Defence has in the past two months released detailed studies of the impact of PFAS firefighting foams at Oakey Army Base in October 2018 and RAAF Base Amberley in November 2018.

The Department of Defence is now studying the potential human impact of PFAS chemicals from RAAF Base Amberley on people living in nearby Ipswich suburbs, after confirming traces of PFAS chemicals were found in the Bremer River, Warrill Creek and since November 7 Swanbank Lake and Bundamba Creek.

The Queensland government’s 2016 operating policy on firefighting foams says all such foams contain chemicals that are harmful and remain for a long time in the soil and water.

“All firefighting foams pose a range of hazards to the environment when released during activities such as training, maintenance, testing, incident response, fires and waste disposal,” the policy says.

“Of particular concern in regards to firefighting foams is the significant body of existing and growing evidence that persistent organic compounds including fluorinated organic compounds, which have been and are commonly used in some Class B firefighting foams, pose significant risks to the environment through their extreme persistence, bio-accumulation potential and toxicity.”

Of the 211 sites that still contained firefighting foams, 43 were in Brisbane, 11 were in Ipswich and 13 were in Moreton Bay Regional Council area.

There have been toxic PFAS foam scares at Brisbane Airport in April 2017, near the Gold Coast airport in October 2017, on the Bremer River near Ipswich in June 2017, at Lagoon Creek in Narangba in April 2017 and, most recently, at Bundamba Creek downstream from Swanbank Power Station on November 7.

Queensland Health has warned people not to eat fish from Swanbank Lake and Bundamba Creek, adding to its previous ban on eating fish from the Bremer River.

Meanwhile, Ipswich residents should now avoid eating eggs from domestic chickens near RAAF Base Amberley and the Bremer River after a Defence Department report confirmed traces of chemicals from toxic fire fighting foam have been detected in their eggs.

The danger to eggs and fish was confirmed in the November 2018 Department of Defence study examining water, soil and groundwater contamination from the PFAS contained in firefighting foam used at RAAF Base Amberley.

The report found PFAS levels are above drinking water and ecological standards at locations in the Bremer River and Warrill Creek, which together ring RAAF Base Amberley.

The PFAS chemical levels in Swanbank Lake and Bundamba Creek are now being finalised.

This week Queensland Health advised: “People should also avoid eating homegrown eggs from chickens that consume water other than town water or rain water within this locality, as a precautionary measure until further tests are run.”

Opposition health spokeswoman Ros Bates said the finding of PFAS chemicals in eggs on properties using water from the Bremer River and Warrill Creek was “alarming”.

“It’s of great concern that there are more contamination issues that have come to light,” Ms Bates said.

“The detection of PFAS in domestic chicken eggs is an alarming development in this ongoing public health problem."

The Queensland government banned the use of firefighting foams containing the PFAS chemicals in June 2017.

New firefighting foam technologies have come to market including foams based on non-persistent biodegradable chemicals rather than PFAS chemicals.

Health Minister Steven Miles said warning the public about toxic firefighting foam issues around federal defence bases was a federal government responsibility.

“Since banning them in June of last year I have consistently called on the federal government to do the same and get this stuff off federally regulated sites like airports, ports and defence bases in Queensland,” Mr Miles said.

“It is our expectation that the Commonwealth will honour its responsibility and notify the public when contamination has occurred and undertake any remedial action that is required.”

The Department of Defence held a public meeting about PFAS chemicals in the Bremer River and Warrill Creek in Ipswich this month.

Ipswich federal MP Shayne Neumann, who has RAAF Base Amberley in his electorate of Blair, said the federal government was slow to act.

“The LNP government has consistently mishandled working with communities dealing with PFAS contamination,” Mr Neumann said.

“I encourage people to follow Queensland Health’s interim advice not to consume fish caught in the Bremer River or Warrill Creek near RAAF Base Amberley until further testing takes place.”
