Small business minister Philip Dalidakis did not breach the rules for ministers raising funds for his party but the Opposition says it is inappropriate for a state minister to be taking money for his party in this way.

Labor found itself under attack in State Parliament on Wednesday over the fundraiser.

Mr Dalidakis’ unusual approach was revealed the day after Labor’s campaign donations laws, aimed at taking corporate money out of state politics, finally passed the parliament.

The new laws will see the state’s political parties, whose ability to raise funds privately will now be severely curtailed, funded by taxpayers to the tune of up to $45 million in term of the next four-year electoral cycle.

Asked in question time about Mr Dalidakis using the EFTPOS machine to collect donations, Premier Daniel Andrews, who attended the fundraiser, said he had no knowledge of it.

Mr Dalidakis published a statement on Wednesday afternoon saying electronic payments insured that accurate records of donations could be kept.

"Like most MPs, Minister Dalidakis attends formal fundraisers to garner support for his political party,” a spokesman said.

“At the fundraiser in question electronic payment was offered as it provides traceability, instantaneous receipts and a quick deposit into a verifiable Labor Party bank account.”

But Liberal Leader Matthew Guy kept up the attack, saying the Premier and his minister had given differing accounts of what occurred at the fundraiser.

“Daniel Andrews and Phil Dalidakis need to get their stories straight because at the moment they are both saying different things,” Mr Guy said.

"Even by their standards, it would be a new low to bring an EFTPOS machine to a community event and pass it around for people to donate money to Labor.”

The criticism came as embattled MP Khalil Eideh finally announced his resignation as  Labor's deputy president of upper house as he faces an investigation about alleged rorting of a taxpayer-funded printing allowance.

The resignation of Mr Eideh, who will not contest the November election, was confirmed in State Parliament on Wednesday morning and follows his resignation as deputy speaker last year after the allegations arose.

The matter was initially examined by Parliament’s presiding officers and was then referred to Victoria's corruption watchdog.
