Federal Education Minister Dan Tehan said he wanted to ensure Victorian students were not disadvantaged while he continued to push for a longer-term school funding deal.

In December, after a tense stand-off, Victoria and the Commonwealth reached a one-month deal that paved the way for Catholic and independent schools to receive $1.7 billion in federal funding.

This equated to about 50 per cent of their 2019 federal funding.

But because Commonwealth funding is provided to state schools on a monthly basis, state schools only received their funding for January.

The federal government's new offer would ensure Victorian schools were also funded for six months of the year.

Mr Tehan said the government would also provide an additional $18.3 million of capital works funding for non-government schools and $27.9 million in financial assistance and adjustment funding.

"The Australian government stands ready to continue good faith negotiations with Victoria to finalise an agreement and ensure funding certainty for all Victorian schools up to 2023," he said.

Victoria is the only Australian state that has not signed up to the long-term funding deal put on the table by the Morrison government.

The Victorian government is examining the new funding proposal put forward by Mr Tehan.

A state government spokesman said the offer was "another chaotic capitulation from the Morrison minority government".

"Only a month ago he was saying it was impossible to provide Victoria any money without a long-term agreement and now he has backflipped yet again."

He said the offer fell short of what federal Labor was offering.
