It is believed the offender fled the scene before emergency services arrived.

"We've cordoned off the area and we're asking people just to be aware ... if they've seen anything or heard anything please let police know," Acting Inspector Trish Duke said.

She said police were still trying to determine what occurred and weren't certain it was a gunshot, but she told reporters at the scene "we believe it is".

The weapon has also not been found and the type of firearm is not yet known, Acting Inspector Duke said.

The woman has been taken to The Alfred hospital in a stable condition with leg injuries, Ambulance Victoria said.

Acting Inspector Duke said police would make further inquiries with the victim to ensure what the weapon was and were hoping to clear the scene within the hour.

One nearby resident, who asked not to be named, said he heard a loud bang before the sound of police sirens minutes later.

"There is a bit of crime in the area but you never expect somebody to get shot while they're walking down the street," he said.

Nearby streets have been cordoned off while police investigate.

Police said the investigation was ongoing.
