The government's response to last year's Assembly committee inquiry into the effects of the recent changes to rates for unit owners was tabled out of session in the Assembly on Thursday.

It shows the government has no plans to immediately overhaul the territory's rates and land tax system to ease the rising financial burden on unit owners, despite calls for such from the bipartisan committee and affected unit owners.

The government has promised to publicly review the system and is considering whether any such changes may be needed in either the 2019-20 or 2020-21 budget, and intends to announce the new policy settings for the third five-year period of its 20-year tax reforms in 2022-23.

But Owners Corporation Network head Gary Petherbridge said the proposed review came with no guarantee of actual changes in the future, and the government's response showed it was simply ignoring the community.

"The response seems to suggest they finally recognise there's a problem here, but it only says they [will] consider it in the next two budgets, and my bet would be the 2020-21, so the next election will the next time the community really gets a say," he said.

"For the real reforms that are necessary, there’s no timetable except a vague promise that could go beyond [Chief Minister Andrew] Barr's term in office, so he can leave and hold his head high."

A raft of unit owners previously told the committee the changes made in the 2017-18 budget had sent the valuations of their units soaring, leading in turn to massive increases in rates in a single year.

The government said the changes were made in an effort to balance the amount unit owners were paying in rates and land tax with that of owners of freestanding homes.

It also acknowledged unit owners' frustration at the changes, which many argue did not account for strata fees that they need to pay but owners of freestanding homes do not, as well as the financial impact on many unit owners with little capacity to pay.

"The government notes that many of the submissions raise concerns about equity between owners of units, with rates charges highly dependent upon the number of units in a complex, the associated unit entitlement and the value of the underlying block of land," the response read.

It also said the government would consider whether the system could be improved "either as part of the 2019-20 budget process or through the next five-year phase of tax reform commencing in 2022-23".

A spokeswoman for Chief Minister Andrew Barr stood by the 2017 changes, saying it was a fairer approach which improved equity between Canberrans owning different types of homes.

"However, the government is currently considering adjustments to how this methodology is implemented, in line with the community’s feedback and recommendations of the committee," she said.

But the government looks unlikely to move on the committee's recommendation to consider a more progressive scale of rates for unit owners, despite noting the majority of units now fall into the highest rating category.

The Greens have backed the government's decision to complete a public review of the entire system, though they were disappointed by the lack of movement on the progressive scale recommendation and a call to consider ratings bases other than the unimproved value of land.

But Labor's minority partners wanted the review to go further, Caroline Le Couteur said, particularly in examining how the rates system could help ease the financial burden on low income residents as well as implement former treasurer Ted Quinlan's 2012 call to abolish land tax through the reforms.

"The government must ensure that both fairness and economic efficiency are addressed in their review," she said.

"We are particularly concerned about potential impacts on Canberrans on lower incomes, renters and first home buyers."

Ms Le Couteur said as the ACT was the first jurisdiction to start abolishing stamp duty, it was also the first to see the practical issues that arose, and that made local rates policy a matter of broader public interest.

But Opposition Leader Alistair Coe said the government's failure to pledge to overhaul the system as recommended was disappointing, given both Labor and Liberal committee members had agreed that unit owners and renters were getting "a raw deal".

"A vague promise of future considerations won’t help people who are struggling to pay their bills today," he said.
