Mr Rattenbury made the comment during an annual reports hearing in the ACT Legislative Assembly on Wednesday.

He said once the government had completed its current reforms for young P-plate drivers, it would be turning its attention to young motorcycle riders, and while the idea was only in internal discussions, reforms for young motorcyclists were on his long-term agenda.

Mr Rattenbury referred further questions to the community safety directorate, which sent a written statement referring to the ACT's 2016-20 road safety action plan and a recommendation to review the graduated licensing scheme for motorcyclists.

A directorate spokeswoman said the review for motorcyclists would progress in due, and would involve similar consultation to the reform process for young car drivers.

It comes after Mr Rattenbury responded to vocal criticism of a planned curfew for young drivers by canning the idea last month, though the government will press ahead with plans to restrict drivers aged 16 to 22 to carrying only one peer-aged passenger in their cars between 11pm and 5am.

Between 2006 and 2017, 15 drivers aged 17 to 24 were killed on ACT roads, while young drivers also killed 23 other drivers, passengers, cyclists or pedestrians during the same period, 10 fatalities of which happened between midnight and 5am.

The government had received more than 4300 responses to its survey on its discussion paper, with the reform proposals sparking a strong response, particularly from young Canberrans concerned about how the curfew could impact them in emergencies or for work.

On Wednesday, he described the response to some of his original proposals, which were based on national recommendations and widely accepted best practice, as 'frank', but he hoped young people had seen the government was listening and would be changing the reforms as a result.

Mr Rattenbury told the committee while the government had not reached a final decision on all measures, it was planned to keep the restrictions on peer-passengers at night time for P-plate drivers.

He said he had put the nationally recommended reforms to residents and he had hoped they would be accepted by the community, but where it had not the government was working on different options.

Mr Rattenbury also told the committee the government more broadly had received feedback on the nature of the government's survey on driving reforms - which many residents found did not allow more detailed written feedback to be submitted.

He said in response to the feedback on the survey, the government would be looking to incorporate more opportunities for 'text-based responses' to future consultations on other policy proposals.

"So again it’s trying to find that balance between getting a really simple survey people feel they can take the time to do and the survey took between 12-15 minutes to complete," he said.

"I was quite impressed with that, given the number of young people that participated and we can’t say they didn’t care [about it] as most of them made the whole way through."

Asked by Labor backbencher Michael Pettersson if he was surprised by the community's response, Mr Rattenbury said he had always anticipated it would be an issue that engaged people because Australians' attachments to their motor vehicles was strong.

It is unclear what all the detailed proposals mooted in the government's discussion paper will look like when finished, though the 100 hours of training required for L-plate drivers before they can get P1 plates is likely to remain.

The changes proposed also included the introduction of a logbook scheme requiring learners to complete 100 hours of supervised driving, a blanket ban on texting and talking on mobile phones and incentives for good driving records.

P-platers will move from P1 to P2 after 12 months, under the new graduated licence system.
