Mr Barr announced the specific conditions he wanted included during a speech in the territory's Legislative Assembly on Thursday, speaking to a motion on the deal put by Climate Change Minister Shane Rattenbury.

While some of the general aims of the ACT and Labor governments in Queensland and Victoria have previously been voiced, it was the first time any of the state or territory Labor leaders have specifically detailed the demands they will put to the Commonwealth.

It comes ahead of an ACT Cabinet meeting next Monday, where it will finalise its position on the NEG ahead of next Friday's COAG energy minister's meeting where federal Energy Minister Josh Frydenberg will seek all jurisdictions agreement.

However, despite Mr Barr's stated conditions on a potential deal, Mr Frydenberg has warned the ACT that it represents just 0.03 per cent of the National Electricity Market's generation and it relied on other states for power generation.

Mr Barr told the Assembly on Thursday his specific conditions included that a provision be included to ensure the emissions reduction target can be raised in the future beyond the current government's 26 per cent target.

He said it was needed to ensure the target could not be wound back, to protect against a "yo-yo-ing target" as federal government's changed, and ensure the 26 per cent figure was the "absolute floor" for the target.

Mr Barr also said a mechanism had to be included, so progress against the emissions reduction target could be reviewed - potentially as often as annually - rather than only reassessing the policy five years after it was implemented.

He also said the NEG deal needed to ensure nothing precluded states and territories from having their own renewable energy and emissions reductions targets higher than the national target.

Mr Barr also told the Chamber that such state and territory targets be treated in the deal as additional to the national targets, to ensure jurisdictions that were doing more to address climate change were not effectively subsidising inaction in other jurisdictions.

While the specific bargaining chips the territory will take into next week's negotiations will only be confirmed after Monday's Cabinet meeting, it is understood the Cabinet is likely to endorse Mr Barr's proposed conditions.

The territory government is also, along with other Labor jurisdictions, seeking the release of all the modelling underpinning the Commonwealth's claims that the NEG would cut the cost of energy for consumers, after only a partial release of that information earlier this week.

Mr Frydenberg said there was nothing in the NEG precluding the states and territories from having their own schemes, but they would be considered as complementary to the national guarantee, not additional.

He also indicated the Commonwealth was unlikely to budge on its planned review of the scheme in 2024, rather than earlier as proposed by the territory, saying the current reviews remained appropriate.

Mr Frydenberg also said the Commonwealth had been clear and consistent that it had responsibility for setting the nation's emissions reduction target under the Paris agreement - not the ACT.

While the COAG meeting will help shape the final deal, the territory and other state governments remain concerned it could be watered down once it goes to the Turnbull government's joint party room, given the vociferous opposing views of several conservative federal politicians.

Mr Rattenbury said the current NEG was a Frankenstein of a policy cobbled together from bits and pieces of a raft of previous failed, or repealed, federal climate change policies in an attempt to avoid the criticism of some members of the Coalition party room.

But he said could not rule out negotiating on the key points Mr Barr outlined on Thursday, in order to try to reach a deal, once he was in the room with the other energy ministers.

The chair of the Energy Security Board, Kerry Schott this week sent a warning to state and territory leaders that the status quo was unacceptable and any delay, or a failure to reach an agreement, would only prolong the current policy uncertainty and deny customers more affordable energy.

Mr Rattenbury's motion called on the territory government to use the COAG meeting to advocate for improvements to the NEG, and only support a policy that addresses the territory's key concerns and would "genuinely help the National Energy Market transition to a more modern, sustainable, affordable, and reliable system".

Mr Frydenberg said both the energy security board and the Commonwealth had made it clear the NEG was 'scalable over time' and any delay would lead to more investors uncertainty and deny customers more affordable energy.

The Assembly passed Mr Rattenbury's motion on the voices, though the Opposition voted against it, despite supporting the territory's renewable energy target.
