The ACT's parliament will begin to debate Canberra Liberal Jeremy Hanson's anti-consorting laws on Wednesday morning.

However the Legislative Assembly's scrutiny committee has raised concerns about the kind of offences that could be captured.

The draft legislation allows police to tell anyone convicted of an indictable offence not to associate with other convicted criminals, although those convictions do not need to be associated with outlaw motorcycle gang activity.

There is also no need for the conviction to be related to intimidating, harassing or violent conduct.

There's also no limit as to how long ago the offence may have been committed, or for the offenders identified in the order to have met or have any intention to meet or communicate in future.

It is also possible under the bill for a person to meet two convicted offenders -  separately and for the first time - and receive an official warning.

"The committee is therefore concerned that the Bill does not represent a reasonable limit on the rights identified as required by section 28 of the Human Rights Act," the scrutiny report said.

"While the consorting offence may prevent meetings between outlaw motor cycle gang members and thus be rationally connected with the bill’s legitimate purpose of reducing criminal violence, the bill does not include sufficient safeguards limiting the bill to that purpose.

"Consideration should be given to limiting who may be subject to the warnings and the circumstances in which they are issued, requiring warnings to be given in writing or limiting their duration, extending the exceptions beyond specific categories to include a reasonable excuse, and otherwise limiting the broad discretion provided by the Bill in the issue of warnings and in taking action to enforce the offence."

But despite the feedback Mr Hanson said he was satisfied the intent of the bill was clear.

"Many of the issues raised by the committee do not require changes to the bill itself, and will be addressed in the debate in the Assembly," he said.

The debate comes after a woman was shot in a drive-by attack in Richardson last Monday.

CFMEU ACT secretary Jason O'Mara's home in Murrumbateman was also sprayed with bullets last Tuesday. Mr O-Mara, his wife and his children were not hurt in the attack.

Mr Hanson said drive-by shootings or firebombing were unheard of in Canberra a decade ago.

"Now we hear of them every few weeks,” Mr Hanson said.

“We have been warning for years that it is only a matter of time before an innocent bystander was wounded or killed by these gangs. It’s not a risk anymore – it has happened, and if we don’t act, it will happen again."
