A new video has surfaced that will make Canberrans think twice about the plastic products they use and discard.

It features dancers clad in plastic bags strutting through Garema Place, taking out the wheelie bins and drinking coffee in Ainslie and has been viewed more than 14,000 times.

It's part of the Community Zero Emissions Grants Program, which funds projects to help cut the ACT's net emissions to zero by 2045.

The program has a funding pool of $550,000 over four years.

Other recipients have included the Canberra Environment Centre, which won $24,200 to buy a solar-powered composter for Acton; Woden Community Service, which got $23,000 to train young people to rebuild bicycles to donate to those in need; and Oz Harvest, which received $25,000.

Australian Dance Party leader Alison Plevey said the video was part of a wider campaign, which actually cost about $70,000 to put together.

Most of that money came from community groups and businesses, she said, and the campaign had input from CSIRO chief research scientist, Dr Mark Stafford Smith and Australian National University emeritus professor Will Steffen about how to drive change in consumer behaviour.

"The government subsidised this to a degree, but mostly it was a community effort," she said.

"This is a real testament to how much the ACT believes in cutting emissions."

She would not say which supermarket the clip was filmed in, but confirmed it was not Woolworths or Coles.

The group will release three more micro videos to encourage Canberrans to cut emissions.

An ACT government spokeswoman said there were 19 applications during round one of the grants program, and all successful applicants had to meet a strict criteria that was assessed by an independent panel.

She said all recipients were required to report back on how they met the aims of the grant.

The ACT's climate change minister Shane Rattenbury said he thought the video was great.

"It’s lively, encouraging and sends a clear message that we need to do better when it comes to reducing waste from single-use plastic," Mr Rattenbury said.

“There’s no question that to encourage action on climate change we need to communicate widely and to a diverse community.

"Coles’ recent plastic ban backflip is a prime example of why we can’t rely on corporations to get the job done – we, as a community, need to do what we can to protect our precious planet."

Single-use plastic bags were banned in the ACT in 2011, and replaced with thicker, reuseable plastic bags and biodegradable bags customers had to purchase at point-of-sale.

NSW is now the only Australian state or territory without a ban on plastic bags either incoming or in place.

Supermarket giants Woolworths and Coles have also begun phasing out single-use bags, although Coles caved to customer pressure this week to keep giving out free bags indefinitely.

Faced with a public backlash, Coles then put a deadline on the freebies of August 29.

The supermarket has also come under fire for giving customers small, plastic replicas of everyday supermarket products for every $30 they spend. The toys come individually wrapped in soft plastic.

The ACT's plastic bag ban has widely been heralded as a success, with a 2014 survey finding 65 per cent of shoppers agreed it had a positive impact on the environment.

However after concerns shoppers were throwing out the reuseable bags after one use, Mr Rattenbury asked environment commissioner Kate Auty to review the ACT's scheme. Those findings will be released on August 20.

However panellist on The Project Steve Price took aim at advertising executive Dee Maddigan - and Canberra - when she pointed to the ACT's success.

“That’s Canberra, Dee. Please don’t quote Canberra at us. We’re talking about real cities like Melbourne and Sydney where there’s people,” Price said.

It's not the first time the ACT government has invested in wacky ways to get people thinking about their waste differently.

In 2015, it created the character Ricky Starr - a throwback to 80s fitness icon Richard Simmons - to teach Canberrans aged 18 to 35 to recycle.

That campaign ran across television and social media, and also included fridge magnets.

It cost $300,000, although the money came from the ACT's recycling contractor, as their contract required them to reinvest a percentage of revenue back into waste education.

Canberra Liberals leader Alistair Coe, who was urban services spokesman at the time, was blunt in his assessment of the Ricky Starr ads.

"At best it's weird and at worst it's waste of money," Mr Coe said in 2015.

Mr Rattenbury was more circumspect in his comments.

“The Ricky Starr campaign still has Canberrans talking - which, when it comes to reducing our waste, is a good thing," Mr Rattenbury said.
