Negotiations among Legislative Assembly members could broaden the types of conduct under the integrity commission's watch if Greens MLA Shane Rattenbury and others convince ACT government figures.

Mr Rattenbury was on a committee that urged the Assembly create a watchdog responsible for investigating corruption using a definition adopted by NSW's Independent Commission Against Corruption.

After the ACT government tried to narrow its scope by excluding misconduct involving public servants, Mr Rattenbury and other MLAs began negotiating ahead of the bill's expected appearance in the Assembly on Tuesday.

Mr Rattenbury on Friday said after talks, he expected the bill's definition of corruption would resemble closer the one promoted by his committee, which wanted misconduct by bureaucrats included.

Advocates supporting a broader scope for the commission say cutting public servant misconduct from its jurisdiction could block an avenue to detecting government corruption.

The ACT government wants bureaucratic misconduct to remain instead the target of the public sector standards commissioner, with a definition of corruption based on the territory's criminal code rather than the more extensive ICAC definition.

Mr Rattenbury said MLAs were trying to avoid clogging the new watchdog with simpler disciplinary cases that didn't involve corruption. The proposed integrity scheme, which would make it compulsory for senior public servants to report corruption, risked inundating the commission with more trivial disciplinary matters if its role investigating misconduct was too broad.

"That's the balance that's being sifted through at the moment, and the conversations have been quite constructive," Mr Rattenbury said.

MLAs want to avoid the scenario of public servants being referred to the integrity commission for misconduct such as bullying that isn't corrupt.

When bullying involves someone trying to change a government contract decision, the scheme would have to detect that.

"You want the integrity commission to have the ability to look at serious misconduct matters because that could point at something seriously systemic," Mr Rattenbury said.

"But we don't want it to look at matters such as people turning up to work drunk."

Mr Rattenbury was optimistic MLAs would agree on a definition.

"It doesn't feel like it's being discussed on party lines, but on practicalities and legal details."

The ACT government's cabinet is expected to finalise its bill to create an integrity commission on Monday, a meeting Mr Rattenbury will not attend given his role on the committee scrutinising the legislation.

The Assembly is due to debate it on Thursday as it tries to fast track establishing the commission.
