However one of the shopfronts that runs extended hours is only open an extra hour a day, while another operates fewer hours than the 9-5 centres, raising questions about how convenient the service really is.

Access Canberra handles vehicle registrations, drivers' licence, births, deaths and marriage certificates, as well as proof of identity cards and Working With Vulnerable People applications.

Last financial year, it served more than 450,000 customers, took more than 720,000 phone calls and processed more than 1.7 million digital transactions.

But despite its breadth of services, only three shopfronts open outside business hours:  8am-6pm in Gungahlin, 8am-5pm in Tuggeranong and 10am-5.30pm for the Civic Driver Licence Service.

Those hours are Monday to Friday, and exclude public holidays.

By comparison, its Belconnen and Woden shopfronts operate on "standard" business hours - 9am to 5pm -  while the Environment Land and Planning shopfront in Dickson and the Building Services shopfront in Mitchell are open 8.30am to 4.30pm.

Last Tuesday's budget had $4.45 million in funding this year for Access Canberra, including for extra concierges at shopfronts, to expand cashless payments, and for five more staff in the call centre.

In response to questions in the ACT Legislative Assembly last year, the government did a review of the opening times and services available at its shopfronts.

ACT Regulatory Services Minister Gordon Ramsay told the Assembly based on the low proportion of customers attending outside core business hours, increasing digital transactions and and high customer satisfaction ratings, Access Canberra would not change its hours.

"For context, it is important to note that to effectively run the service centres out of hours, we still need representatives from most other business areas to be on deck, to ensure customers can be served at those times. Thus extending service centre business hours, has a large impact on the working hours of a large part of the rest of the organisation," Mr Ramsay said.

More than 50 new digital services have been added to the Access Canberra website since the start of last year, including drivers licence renewals and first home buyer grant applications, and Mr Ramsay said 64 per cent of transactions were now completed digitally.

However, while 13,000 Canberrans have renewed their drivers licences online since the service became available in September, 25,000 have renewed theirs through the various shopfronts.

Still, the government report concluded based on the experience of other jurisdictions, the cost of opening for extended hours would not be worth it.

"Access Canberra has an integrated service model, meaning that back of house support is required for some decisions, system monitoring and more complex assessments that cannot be made in the service centres. Expanding the trading hours of the service centres requires the expansion of service hours for back of house operations," it said.

"Similar government bodies have trialled longer opening hours and have concluded that longer opening hours are not popular enough to warrant the cost. For example, Service NSW initially opened some of its service centres 7am-7pm, but found little demand before 8.30am and after 5.30pm.

"Similarly, after extending Access Canberra opening hours at Gungahlin for the last three years, and Tuggeranong for the last two years, there has been modest attendance during hours outside business hours, suggesting that most people are comfortable to transact in traditional hours of business."

Unlike Access Canberra shopfronts, most Service NSW centres also open for a period on Saturdays. Weekend services were not mentioned in the report.

In a statement, an Access Canberra spokeswoman said more than 300 services it offered were available online and many of the "high volume services" were also available through Australia Post outlets and the Access Canberra Contact Centre.

"Over 65 per cent of customers express a preference to deal with Access Canberra digitally and Access Canberra is focusing on expanding the number of services available to customers through that channel," she said.

"There is also an option for people to contact Access Canberra through its webchat service."

Fairfax Media surveyed several people outside the Tuggeranong shopfront, and opinion was divided.

"If it was open Saturday it would help me and those who are working during the week," Mitchell Thomas, 18 of Gordon said.

Eighty-year-old Kambah resident Allen Brotherton said: "I imagine if you were working then it has quite restrictive hours. But I am retired so it's not really an issue."

Matthew Akers, 27, of Greenway said the hours were "completely fine".

"I can get in before work and I am seen pretty quickly," Mr Akers said.

Sally Draper, 53, of Kambah said the opening hours were "not inconvenient at all".

"I can come whenever I like," Ms Draper said.
