The Australian Labor Party's investment vehicle the 1973 Foundation gave more than $750,000 to the local Labor branch in the past year, according to the list of annual returns published by the ACT Electoral Commission on Friday.

It was by far the biggest source of funding to an ACT political party this year, although the Canberra Liberals also brought in $150,000 through its property holdings.

The Greens' candidate for the seat of Canberra Tim Hollo questioned the transparency of the ACT's electoral donations system, and said as a minimum political donations should be capped and publicly disclosed.

"The source of these funds [from the 1973 Foundation] is opaque," Mr Hollo said.

As an associated entity, the foundation also has to publish its annual returns on the ElectionsACT website.

Returns published from the foundation show it made $607,399.11 in rent from the G8 Education in Five Docks, $728,891.89 from the sale of an investment properties, and $114,630.05 in income from its investment portfolio.

Another entity associated with the Labor party, the Canberra Labor Club, pulled in $74 million.

However Mr Hollo said associated entities were not bound by as strict rules as political parties were, and there was no indication of where the money used to buy the investment properties came from.

ACT Labor secretary Matt Byrne hit back Mr Hollo's description of donations from the 1973 Foundation as "opaque".

"The revenue for the 1973 Foundation is clearly and comprehensively outlined in the 1973 Foundation’s Annual Return. The ACT has one of the most transparent disclosure schemes in Australia and Labor is proud to have been the party that has implemented these reforms," Mr Byrne said.

More reform is on the way as the ACT government finalises legislation to outlaw political donations from property developers.

Only the Canberra Liberals accepted donations from property developers in the past year, as Labor made an election commitment to stop taking their money in 2016.

The Liberals' donations included $3000 from Graham Potts' Amalgamated Property Group, $2000 from the Khoury family's 888 Design and Construct Pty Ltd, $1500 from Dennis Milin's Capital Lakeside No. 3 Pty Ltd, and $1500 from Jure Domazet's Hotel Realm Pty Ltd. All bar the Khourys are based in Canberra.

A spokeswoman for Attorney-General Gordon Ramsay said laws cracking down on property developer donations were expected to be introduced by the end of the year.

"The ban on these donations is an important part of maintaining public confidence in the electoral system and ensuring that there is no real or perceived influence planning and development decisions arising from political donations," she said.

Canberra Liberals president John Cziesla said the party would comply with all relevant legislation surrounding political donations.

However the property developer donations were small beer compared to those from clubs and consultants.

ACT Labor accepted more than $33,000 in free room hire from the Gungahlin Lakes club, the Canberra Labor Club, the Dickson Tradies, the Statesman Hotel, and the Burns Club. The Liberals also received nearly $4900 in room hire from the Gungahlin Lakes club and the Raiders Group.

The Canberra Liberals also accepted nearly $66,000 from consultancies, around $60,000 of which was from Price Waterhouse Cooper, as well as personal donations from PwC partner Ken Maxwell ($2000) and PwC Global Government Defence Leader and National Capital Authority board chair Terry Weber (nearly $1000).

Mr Hollo said the Greens did not accept donations from big businesses or pokies venues, and there had been instances where the Greens turned down money because they were concerned about the source.

"Labor and the Liberals should follow the Greens' lead and not take donations where there's a conflict of interest," Mr Hollo said.

The Greens had the lowest annual returns of the three parties at around $122,000. The Liberals reported around $622,000 while Labor recorded $1.53 million.

But Mr Byrne said the Greens were being sanctimonious.

"Sadly, this is Green moralising at its worst and does nothing but show how out of touch they are with the Canberra community. ACT Labor, like hundreds of other community organisations in Canberra, rely on rooms in clubs for meetings of our members, local branches and policy committees," Mr Byrne said.

"Canberra’s community clubs are places of support for our diverse sporting, multicultural and social communities and, unlike the Greens, ACT Labor is committed to working towards ensuring a thriving community club sector whilst reducing their reliance on gaming machine revenue."
