Now there are calls to make ministers in the ACT Parliament "honourable as well".

The ACT is the only Australian jurisdiction that does not use the honorific for its ministers or its presiding officer.

It's a distinction that becomes apparent when ACT ministers are seated at the COAG table with their state and territory counterparts.

In a submission to the ACT parliament's review of standing orders, ACT Legislative Assembly clerk Tom Duncan said that over the past few terms of government his office had received queries from members about the use of "the Honourable" in reference to ministers and the speaker.

"In some jurisdictions the title is conferred by statute and in others it arises from convention," Mr Duncan said.

"In the Australian parliamentary context, the term is typically reserved for members of the Executive Council, responsible for advising the Crown through the governor-general, state governors and, in the case of the Northern Territory, the administrator; and presiding officers of upper and lower houses."

Mr Duncan wrote it has been thought that because the ACT does not have a vice-regal function within its system of government and therefore no executive council to advise it, the honorific was not applicable.

However, because the Self Government Act gives ministers all the "prerogatives of the Crown", there is an argument that ACT ministers are not merely able to advise the Crown’s representative but, in fact, to exercise the functions of the Crown and on this basis the title "the Honourable" could reasonably be applied.

"The office has been advised that there is no legal impediment to adopting the title to members of the ACT  executive and the presiding officer as a matter of convention and were the Assembly of a mind to do so, a parliamentary basis for the title could be achieved through the inclusion of a provision in the standing orders," Mr Duncan said.

"As mentioned above, such a change would bring the Assembly into line with the practice of the federal, state and Northern Territory parliaments, as well as other legislatures in the Commonwealth."

Through the inquiry, Mr Duncan has previously urged ACT MLAs to stop meeting with unregistered lobbyists.

The Assembly's Ethics and Integrity Advisor Stephen Skehill told the Office of the Legislative Assembly the current guidelines still did not prohibit contact between territory politicians, their staff or public servants from meeting unregistered lobbyists, and Mr Duncan wrote that such a prohibition should be included.

ACT Chief Minister Andrew Barr and Manager of Government Business Mick Gentleman also called for questions to be limited in Question Time to one minute, with a single supplementary at 30 seconds, and for the duration of answers to be shortened to one minute also.

That would cut the number of questions government ministers had to answer by one-third.

The Labor caucus has also suggested using gender neutral terms in the Assembly, such as Member Barr rather than Mr Barr, saying referring to members as Mr, Miss, Mrs or Ms was potentially exclusionary.
