Can Shorten stop the blame game?

Kevin Rudd, running for the prime ministership in 2007, wanted to “end the blame game.” His aspiration was heartfelt, even if, in office, he was soon to discover that reason, economy and common sense were not arguments that worked much in negotiations with the states, and that the only currency of arguments was bribery.
