An extra $68 million a year in government funds would save 3000 domestic violence victims from being turned away from crisis accommodation services in 2015-16, an analysis has found.

Homelessness Australia, which carried out the analysis, says if governments were "really committed to keeping women safe" they would provide the funds to ensure they could access the shelter they need.

It says the federal government and the states need to contribute an extra $33.8 million each a year. Under the national partnership agreement on homelessness, the federal government contributes 50 per cent of homelessness services funding, while states together provide the other 50 per cent.

According to Homelessness Australia, inadequate funding leads to about 420 people being turned away from homelessness services in Australia every night.

Over the course of a year, at least 2800 of these people are women fleeing domestic violence, many also with children. This is a conservative estimate and it is expected the number will rise, in part because increased media attention on the issue of domestic violence is creating more demand for services.

Homelessness Australia chief executive Glenda Stevens said women's refuges provided a safe space for victims of domestic violence as well as specialist skills in assessing the risks they face.

"Despite all their talk about the national crisis, the federal government still has not adequately funded the services that are needed to help keep women safe," Ms Stevens said.

"When a woman tries to escape abuse, she is at greater risk of being killed by her partner. Without full funding for specialist homelessness services, women's lives remain at risk."

Community campaigning group Fair Agenda described the funding situation as "unbelievable".

"More than one woman a week is being murdered in a domestic or family violence incident," Fair Agenda executive director Renee Carr said.

Melbourne mother Mim found herself homeless in the early 2000s. On top of a cancer diagnosis, she could not stay with wider family or her ex-partner due to family violence.

It took her about three months and "hundreds" of calls until she got accommodation for herself and her three children, a process she says was traumatic and hurt her children's education.

In April this year, a young woman who was staying with Mim went back to her abusive partner because she could not find crisis accommodation.

"How many people have been killed by terrorists this year and how many people have been killed by their partners?"

Earlier this year, the Abbott government provided $230 million to extend the national homelessness agreement for two years until 2017, with "funding priority" given to frontline services that deal with women fleeing domestic violence and homeless young people.

Advocates say this includes an effective $2.3 million cut in 2015-16, as the contribution was not indexed.

Adding in the $115 million per year for the national homelessness partnership agreement, the federal government provides more than $500 million a year in frontline services for "vulnerable Australians", including women facing domestic violence.

It has also recently announced $30 million for a national awareness-raising campaign on the issue.
