Facts, not fantasies, should shape the public service

Whatever else can be said about the Thodey review of the Australian Public Service, it has caused a good deal of related chat, some of it useful. After an unpromising start, including misrepresentations about the review's independence, things may be looking up, bringing to mind Greek historian Herodotus' acute suggestion: "Put your heart in the truth of the old saying that the end is not always to be seen in the beginning." Here's hoping.
