Time to review public administration

Heather Smith's thoughtful speech at a recent Institute of Public Administration Australia function (summarised in last month's Informant), and comments by Frances Adamson, suggest support within the Australian Public Service leadership for a review of the APS. But if we are to have a review, it must be done properly: covering all key issues, conducted with a degree of independence by people with relevant expertise and experience, and with sufficient resources to ensure it is based on solid evidence and can have a shelf-life of at least a decade.
