The Palaszczuk government will introduce tough new laws targeting child killers which expand the definition of murder and increase the length of manslaughter sentences.

Debate will resume on the aptly named Land, Explosives and Other Legislation bill, which did not wrap up before Parliament finished on November 15.

The bill includes banning people who are subject to a domestic violence order from holding an explosives licence.

Other bills which are ready to debate include the waste levy – which the government wants to come into effect within months, revenge porn laws and a bill to establish a new class of privately owned special wildlife reserves.

The government's human rights bill last week got the nod from the committee process, meaning it could soon be on the dance card.

Labor has indicated it is willing to support a Katter's Australian Party's bill to slash licence fees for about 110 pubs in remote Queensland from more than $3000 to $376.

A parliamentary committee in 2017 said the legislation should pass, but KAP leader Robbie Katter had to reintroduce his private member's bill last year as it lapsed due to the state election.

Independent member for Whitsunday Jason Costigan, who was booted from the Liberal National Party over allegations of inappropriate behaviour – which he strenously denied – is likely to attract a mention, particularly from government MPs.

Mr Costigan will sit on the crossbench for the first time and he will also lose his spot on Parliament's Innovation, Tourism Development and Environment Committee, which means taking a $24,000 pay cut.

Labor holds 48 seats, the LNP has 38, KAP has three, the Greens and One Nation have one each and there are two independents, including Mr Costigan.

The devastating flooding in Townsville and in the state's north-west will receive attention during the week, while the looming federal election will also likely intrude into state affairs.

The contentious issue of voluntary euthanasia is unlikely to rear its head this week as the committee charged with examining the issue is not due to report until November 30 and has not begun hearings.

However, the wage-theft inquiry, which found the practice was costing Queensland workers up to $1.22 billion in lost wages each year, delivered its final report in November, with Industrial Relations Minister Grace Grace previously saying the state wanted to use the findings to pressure the federal government to bring about change.

Issues on the LNP agenda include the renaming of the Queensland Children's Hospital, traffic congestion and dams.

Before the action begins in Parliament, committee members will have a busy day on Monday, with hearings on with institutional child abuse, terrorism, transport technology and the Queensland intrastate shipping industry.

There are 12 sitting weeks this year, in addition to budget week and two weeks of estimates.

The next Queensland election will be held on October 31, 2020.
